IWMP officer violates norms to please Mantri, procures seed illegally | Villagers demand vigilance probe | | Saahil Suhail

Anantnag, Dec 7: People of South Kashmir's Dooru area Wednesday accused an official of Integrated Watershed Management Program (IWMP) of violating norms to appease a cabinet minister and benefit his blue-eyed workers. They told Early Times that the officer had allegedly procured seeds without taking the village watershed committee on board which was a sheer violation of the norms. They alleged that the officer procured the seeds from a private dealer instead of procuring it from Jammu and Kashmir State Agro Industries Development Corporation. Seeking a vigilance probe into what they called a big 'scam', the villagers demanded immediate shifting of the officer. "He was transferred a few days ago but later he travelled to Jammu and met a senior IWMP officer. What transpired between them is now open as the official has been reassigned the work of executing the program," they said. A committee member, wishing anonymity, alleged that the official procured seeds in violation of the set government norms. He procured seeds without having any supply order of the village committee, he claimed. He levelled serious allegations against the official. The villagers alleged that the official and his subordinates violating norms to only please a minister and his blue-eyed workers. When contacted, IWMP CEO R A Inqlabi said that village committee didn't have any role in procuring seeds. "The official has to follow codel formalities but village committee has no role," he said. When asked why seeds were distributed among only a few people who are affiliated with one of the two ruling parties, Inqlabi assured action against the official if he 'receives a written complaint against him'. "Action against the official will be taken if someone files a written complaint him and the allegations turn out to be true," he said. Pertinent to mention here that the Centre has launched Integrated Watershed Development Programme (IWDP) for soil and water conservation. GOI had earlier launched Desert Development Programme (DDP), Drought Prone Area Development Programme (DPAP), Haryali for the same cause. The State Level Nodal Agency for IWMP was set up vide government Order No 57-RD of February 4, 2010 under the Ministry of Rural Development and Panchayati Raj. |
