| CM's grievance cell proving a flop show, thanks to babus | | | Peerzada Ummer

Srinagar, Dec 7: The state government may be spending huge amount on the CM's grievance cell, but the bureaucracy appears hell-bent on rendering the cell a flop show.
The cell was launched amid much fanfare and people were asked to file their grievances on its portal. The non-serious approach of the bureaucracy is, however, adding to the woes of the complainants.
As per the insiders, there are complaints ranging from paucity of electricity to bad roads and from water woes to education piling up at the portal. When the complaints are forwarded to the departments concerned, there is little or no action.
While filing a complaint, the person is asked for his/her complete details on the portal http://jkgrievance.nic.in/. While the complaint is lodged, the complainant is given a number to view the status of the compliant.
How babus aren't even giving a damn to the people's grievances was clear when a compliant related to electricity was brazenly ignored. The complaint is pending on the cell's website since November 11.
As per the Standard Operating Procedure (SOP), a public grievance is addressed or resolved within a period of 10 days of filing of the complaint. However, as more than half a month has passed, the complaint has been shelved and is gathering dust.
The compliant in question was related to erratic electricity in a particular area of Srinagar city. The compliant number 62860 was given to the complainant after submission of the required details.
On November 15, an official namely Deepak Bangroo forwarded the complaint to the Chief Engineer PDD M&RE Kashmir with the following words: "You are requested to kindly dispose of the complaint at an earliest after ascertaining its genuineness. Yours faithfully, Deepak Bangroo, JK Government (Chief Minister's) Grievance Cell. P.S Under approved 'Standard Operating Procedure', You are requested to resolve/dispose off the grievance within 10 days failing which the grievance shall be escalated to the next level (departmental head) by marking it 'unresolved' from your level."
While no action over the compliant was taken with no reply given to CM's grievance cell, a reminder was again sent to the Chief Engineer PDD M&RE Kashmir on November 18.
"The above complaint was forwarded to you on 15.11.2016 for disposal which is awaited. I am directed to request you to kindly dispose off the complaint at an earliest. Yours faithfully, Deepak Bangroo, JK Govt (Chief Minister's) Grievance Cell," reads the reminder No.1.
As 12 days passed since the reminder was sent, there was again no reply from the Chief Engineer PDD, Kashmir. Such a dilatory tactic again compelled the CM's cell to shoot one more reminder on November 30. Till date there hasn't been any reply given from the PDD Kashmir.
At present, the complaint continues to remain in limbo, mocking at the claims of the dispensation of working tirelessly for addressing peoples' woes.
Such an approach besides undermining the SOP has also created pessimism among the people about government's style of functioning with questions mounting about how serious are the babus of the state in taking seriously CM's official website. |
