'Psychological warfare' between PDP, BJP cabinet ministers led to 'decision'
CM delegates more powers to Ministers of State

Jammu, Dec 19: In a delayed yet much awaited decision, the Chief Minister Mehbooba Mufti delegated more powers to a team of Ministers of State in her government from both the alliance partners three days back. It was not just a voluntarily issued order but a friction between the cabinet ministers of the two parties PDP and BJP which compelled the Chief Minister to take this decision.
Sources said it all began with the BJP ministers of state who felt they were sidelined and had no authority on a host of matters, transfers and postings being the core of the issue on which they were rendered 'powerless' by their bosses (cabinet ministers) from PDP in many vital departments. No such files nor any references on other matters were sent by the cabinet ministers to Ministers of State ever since the government assumed power in April this year, sources said.
Sources said having felt a situation of 'helplessness' on a number of issues and matters mostly on the transfers and postings of staff on their 'choicest' places, almost all the BJP ministers of state used to sulk and on many occasions could be seen in bad temper, though they did not show any resentment officially at any level over the issues. However, in what could be seen as 'tit for tat' policy adopted by the BJP cabinet ministers, the latter reciprocated in a similar manner with the Ministers of State from PDP and stopped movement of files on key issues to them as well, sources said.
While this has been continuing for sometime from both the camps, it is the MOS lot from PDP which began to feel the pinch of the approach of their senior ministers (cabinet rank), sources said adding that the matter reached the Chief Minister and was discussed by a couple of senior ministers of her party with her. Consequently, she issued the circular few days back, much to delight of the Ministers of State from both the parties for whom it was turned out to be 'huge' victory in many ways, sources said.It is pertinent to mention here that late Chief Minister Mufti Mohammad Sayeed had delegated such powers to the MOS in just a matter of couple of months after the alliance government came to power two years back but present Chief Minister took her time for 'certain' reasons that were good for governance.
Pertinently, the order which underlines powers having been delegated to the Ministers of State in as many matters, has significance only in terms of powers of approval of transfers of staff for the ministers of state, sources said. However, the CM has put a rider particularly on this matter directing that transfer and posting proposals of the gazetted officers shall be placed before the Minister in charge through the MOS, sources said adding that while the files would be necessarily routed through the MOS, there is rider for the time frame as they have been asked that files should be disposed of by the concerned MOS within a week from the date of such receipt of file.
