Official cries scam, Vigilance says 'better soften complaint'

Rajouri, Dec 19: A government official, who played a whistle-blower in a scam related to centrally-funded development scheme, has got a shock of life. The Vigilance officials have asked him to "better soften the complaint by making it at some lower-level."
Jagannath, who was posted as Block Development Lambheri, Nowshera here had approached the office of the Vigilance Commissioner with a complaint that there had been fraudulent deposit of MGNREGA funds in accounts of people who were actually were dead or had no connection with the execution of the scheme.
The BDO had also said that some influential people in Nowhshera had been calling the shots in getting central funds illegally transferred into fake accounts.
The BDO had told the Vigilance that not only this, he was being pressurized by some "powerful" lobby to transfer money in their accounts or "face consequences."
Sources said the Vigilance Commissioner taking note of the complaint instantly marked it to the concerned SP in Rajouri district.
The BDO subsequently visited the office of the SP. But the complainant got a shocker of life. "I was told by the official (SP), why did I need to go to such high quarters over complaint for simple issue and that I should have filed complaint at some lower level," the BDO told Early Times.
A month on, the Vigilance is sleeping over the issue.
The area locals who had been after the BDO to get the case registered smell a rat in the investigations. "We wanted our case be probed thoroughly so that misuse of centrally funded schemes to fill personal coffers comes to an end, but to our shock the Vigilance is silent," the residents said.
The villagers said they personally visited the Vigilance office to know progress of the case. "But we were told to keep quite as it was an official matter and people have nothing to do with," the villagers said.
The villagers have appealed the Chief Minister Mehbooba Mufti and the Vigilance Commissioner to look into the matter.
Meanwhile officials said the matter would be looked into.
