JK Govt ignores humans, allots work to JCBs | MNERGA guidelines on livelihood violated | | Early Times Report Rajauri, Dec 23: In brazen violation of the MNREGA guidelines ensuring that developmental works are undertaken by human laborers alone, the government makes use of machines like JCB thereby depriving poor villagers of their livelihood from the centrally-funded scheme. For the past several weeks, many of the MNREGA works like construction of roads and walkways are being executed through JCB, something which has left the jobless people up in arms. The poor villagers said the centrally-funded scheme has come as a blessing but the "corrupt Babus are misusing the funds for personal gains." The affected laborers said some of the officials including ACD Rajuari have been silent over the issue even though the matter was brought into the notice of the concerned. Sources said by getting the work done through machines, officials in league with some BLWs and others earn lakhs of rupees. "But this all happens at the cost of the poor farmers who otherwise were supposed to get benefitted out of this prestigious program," said a senior official. Sources said the officials have developed a "modus operandi" of refuting use of JCB or related machines for MNREGA works. "What actually happens is that the moment they are given picture evidence, the officials including ACD end up pleading that these are old pictures or that of some other area," the sources said. When Early Times contacted a senior official of the rank of Commissioner Secretary to know about the issue, he confirmed to have received complaints. "The problem is that unless the case is handed over to some investigating agency like Vigilance or Crime branch, there will no respite for the poor who were supposed to be beneficiary of these schemes." |
