Jammu, Dec 23: The district administration Udhampur has questioned its own enquiry report, in which irregularities were found against Chief Education Office (CEO). Instead taking action, the enquiry report was forwarded to CEO office, seeking their opinion. The complainant has alleged that all this was being done only to shield the former CEO Udhampur and some of the employees against, whom allegations were established. According to the documents in possession of Early Times, Pawan Slathia had filed a complaint against former CEO Udhampur Balbir Singh, leveling a bunch of allegations. The complaint was lodged before District Vigilance Officer Udhampur, who happened to be Additional Deputy Commissioner Udhampur, who in turn had constituted a two member enquiry committee including Accounts Officer Hukam Singh and Deputy Director Employment Sandesh Kumar Sharma vide order number 6018-19/Adm dated 23/5/2015. The enquiry committee had submitted the report before ADC Udhampur vide order number DECCU/2015-16/323 dated 30/7/2015, in which various allegations were proved. But instead of taking action against the officials of CEO office involved in various illegal activities, the District Vigilance Officer (ADC) Udhampur reportedly kept the report in his cupboard for six months and on 28/1/2016 sent the report to CEO office seeking their opinion. Surprisingly, in the communication forwarded to CEO office, it is undeniably written about the verified allegations, which reads, "The report of Committee after examining the matter with regard to attachment of staff, reported that Kuldeep Kumar, S.O was transferred to DIET Kud by the Director School Education but has been attached in CEO office on 22/4/2015 and is working there since then. He has rendered his service in CEO office w.e.f 7/2003 to 7/2009 and 9/2010 to 4/2015". It further reads, Parshotam Kumar Sr. Assistant served in CEO office Udhampur as Jr Assistant from 1/2003 to 2/2014 and was promoted as Sr. Assistant dated 8/2/2014 and posted in the office of ZEO Pancheri but later attached with CEO Udhampur. Sudesh Bharti Sr. Assistant remained posted in the office of CEO Udhampur from 2004 to 12/2009 and in the office of ZEO Udhampur from 12/2009 to 1/2014 on his promotion as Sr. Assistant and was posted in DIET Kud but attached in the office of ZEO Udhampur dated 16/7/2014. "Sunit Singh Sr. Assistant is working at HSS Sudhmahadev as on date but no attachment order has been issued in his favour. Shiv Kumar Sr. Assistant has not been attached but worked in the office of CEO till January 2014. He remained posted in CEO office during 6/1997 to 7/2009, 2/2012 to 1/2014 onwards. His posting w.e.f 1997 to 2009 is unjustified. Amit Gupta who has not been attached but posted in CEO office with effect from 4/2012 on wards having his date of 1st appointment as on 11/3/2010. Ashwani Kumar Master remained posted in CEO office from 2006 to 7/2013 till date. He is Duty Resource Group as working there by the order of DSE Jammu", it further reads. The committee further examined the misappropriation of School Improvement Funds (SIF). SIF is to be utilized for maintenance/repair of schools of the districts whenever needed. Under SIF an amount of Rs. 11,79,813 was deposited as collection with CEO from 4/2013 to 4/2015 and an expenditure of Rs. 14,65,557 was booked. After recoupment of the amount Rs. 5,82,882 is still recoupable. The expenditure on the repair of vehicle, Telephone, POL etc is Rs. 1,29,678 and cost of tonner, Fax roll etc is Rs. 3,09581 while this fund is meant for improvement of schools only. Thus the expenditure is unjustified till the whole amount of Rs. 6,82,882 is refunded back to SIF, the report of ADC says. Moreover, as regards to modification of teaching staff in district Udhampur by the then CEO Udhampur, it has been found that Government order number 192-edu 2015 dated 24/4/2015, Balbir Singh I/C CEO was transferred and posted as I/C CEO Kathua. In the order it was mentioned that outgoing CEO Shall not issue any order of transfer but on 25/4/2015 the outgoing CEO issued transfer modification of 94 teaching staff in violation of standing directions by department. The concluding paragraph reads, "Before going ahead into the matter, you are requested to go through the above mentioned report and furnish your comments/views/opinion related to your department within a period of fortnight." "It is beyond comprehension as if allegations were already proved against former CEO Udhampur then why no action was recommended for six months and in January 2016, now the view of CEO office are sought, which is nothing more than attempt to shield the corrupt officers involved", an official said, adding that if officials were reluctant to initiate action, despite having evidences, than it simply means none of corrupt would be punished. ADC Udhampur Angrez Singh said that he was busy in some function and could only reply tomorrow after going through the report.
