Kishtwar, June 2: Stung by Early Times news item published in its 31-05-2015 edition regarding continuous deputation of Mechanical Engineers for more than 10 years at prime/ prize postings in various departments including PHE, I&FC under the influence of their political masters , two enemy groups of such engineers have sunk their differences to safeguard their vested interests.
As per the details available with "Early Times", a series of meeting were conducted in a famous hotel/restaurant at Residency Road lal Chowk, Srinagar and PHE Kashmir office Raj-bagh Srinagar to counter the Early Times expose.
If witnesses are to be believed, it is said that some engineers and contractors played the mediator's role among these influential engineers who used to be apart during the past.
"There was a severe clash of interest between two factions because of the transfers/postings on prize postings within PHE Kashmir during the period of their deputations. Postings, Relieving and joining at two sub divisions of PHE M&P Division Srinagar, two Sub Divisions of PHE Ground Water Divisions Srinagar, two Sub Divisions of PHE Rural Mechanical Division Srinagar, all sub divisions of PHE mechanical division south Awantipora, two sub divisions of PHE mechanical division Srinagar, all sub divisions of PHE mechanical division North Sopore, and some price positions in I&FC department Kashmir was the main cause of in-fight between the Mechanical Engineers in Kashmir
Sources close to Early Times said that these series of meeting were attended by good number of Executive Engineers and AEE (Mechanical) in the office chamber of Mohammad Ayub Dar, PA/PS to Chief Engineer PHE Kashmir and at the famous restaurant at residency road in the heart of Srinagar city during the past couple of days. Mohammad Ayub Dar the facilitator of some of these meetings in his office chamber is presently working as PA/PS to CE PHE Kashmir and is the one who had also not been transferred from his present place of posting since last more than 13 years. He is also using one of the department vehicles for his use for which he is not entitled , where as some Executive Engineers of different division of PHE Kashmir have hired the vehicle on rent.
The insiders said that following ET report, the said official promised these mechanical engineers for DO letter from Chief Engineer PHE, Kashmir for their retention in PHE Kashmir.
"Most of the meetings was chaired by the one of the prominent and famous AEE (Mechanical) of Kashmir whose father was also the Ex-politician and associated with Dr.Farooq Abdullah" said sources.
Sources further revealed that it was unanimously decided that one group of these Mechanical Engineers will approach and motivate the top officials of Public works (R&B) department and try to pacify the expose carried out by the Early Times in its news and for that purpose these influential Executive Enginers and AEE (Mechanical) have prepared a list of some low profile Mechanical Engineers who are working as Executive Engineer and AEE in PHE, I&FC, this would be provided to the officials of Public works (R&B) for immediate transfers /calling back to parent department of R&B Mechanical wing so that the big expose carried out by the Early Times News paper can be neutralized and there would be some face lift for Public works (R&B) department.
In addition, other group of these Mechanical engineers would approach to the officials of PHE, I&FC ministries in the civil secretariat Srinagar to convince them for transfers of some of the deputed mechanical engineers within the department of PHE I&FC so that such a impression may be given if they be recalled or send back to their parent department of Public works (R&B), then same would be treated as pre-matured transfers.
Now it is the high time for the Minister of PHE, I&FC department which is headed by the BJP leader Chowdhary Sukhnanadan to take the immediate call to repatriate all the mechanical Engineers to their parent department of Public works (R&B) in a phased manner that have completed more than 10 years of deputation at a stretch in PHE, I&FC and ask for their replacement among those group of Mechanical Engineers who have not served in PHE, I & FC department at all or for a less time. |
