Govt amends KU, JU Act to benefit a favourite | | | Akshay Azad

Jammu, June 2: Following the precedent set by their predecessors, the coalition ministers go out of way to benefit the favourites. This time the Kashmir and Jammu Universities act 1969 has been amended to extend the term of the vice chancellor from three to five years. Sources informed Early Times that in normal routine, bringing an amendment in any Act was a hectic exercise and it would take at least six months to complete the process but amendment in Kashmir and Jammu Universities Act 1969, was done in shortest possible time, only to benefit a newly appointed Vice Chancellor. They further added that usually, for incorporating an amendment in any Act, the process involved, making of proposal by Department concerned, which was forwarded to Law department for vetting and then again returned to department which tabled it before state cabinet and after getting consent of the state cabinet, the amendment was introduced in the Legislative Assembly. "It is a hectic process and there are lot of bills and amendments which are not incorporated even in one year. The issue of giving autonomous status to two colleges, one each in Jammu and Kashmir, had taken nearly one year but the Kashmir and Jammu Universities Act (Amendment) 2015 was completed only in one week, only on the instructions of some politicians, who wanted to have their choicest VC on the chair in Jammu University", sources said. They further said according to Section 12(5) of Kashmir and Jammu Universities Act 1969, it is mentioned that the Vice Chancellor of a University shall hold the office for three years. There are provisions in the Act to grant extension of two years to the Vice Chancellor but the Act was amended in the last budget session and now the term of Vice Chancellor for Kashmir and Jammu University is for five years. "The draft of amendment was formulated in one day and the entire process took only one week which usually took nearly six months. The hidden motive behind bringing the amendment was to give benefit to a newly appointed VC of University", sources alleged. They further alleged that some ministers of coalition government, mainly of Bhartiya Janta Party (BJP) had pursued the matter vigorously to bring the amendment and the Act was amended in haste by Higher Education Department and same was passed in Legislative Assembly. Sources further said that though the amendment was passed in last budget session, but so far no government notification has come, which has put a question mark over the status of amendment in the Act. A higher official in Jammu University, pleading anonymity said that it was not a wise decision of government as three years was a long tenure for VC to prove his honesty, working. "There was no need to amend the Act as already there are provisions in the Act. If some corrupt VC will come on chair, what will be the provisions to remove the VC, the Act is silent?", he said. |
