Years after making full payment, flat owners still denied possession
'Ansal Florence' turns out to be major housing scam

Jammu, June 2: Jammu has been hit by maiden major housing fraud as a noted builder of the country in collaboration with its local partner have been harassing over 70 apartment owners by denying them possession of their legitimate properties for 8 years.
A group of investors who had got apartments booked in 'Ansal Florence', the residential society at Trikuta Nagar extension, told ET that they have been running from pillar to post seeking possession of their apartments but have got nothing but assurances and empty recurring despite the fact that they have made entire payment and the project is complete.
The project was started by noted builder Ansal Builders in partnership with its local partner, one Kulbhushan Gupta, who reportedly is the owner of the land on which the project was developed. Investors booked apartments at the original cost of 40-42 lacs in 2008 and were promised possession in two years which was later extended to three years; but eight years after the booking and five years after they made entire payment as per the agreement, they have been denied possession by the builders. "We have been depositing our installments according to the payment plan in a bank account titled Kulbhushan Gupta A/C Florence apartments Ltd and have made full and final payment but our flats are not being handed over to us" said an investor.
Investors divulged that the builders Ansal Group and the owner of the land, Kulbhushan Gupta had developed a clash of interest and the people who invested in the project were being harassed unnecessarily. "The project appreciated handsomely in the last few years and that has been the bone of contention between the builder and the land owner, who is now reportedly demanding more as cost of the land than the one that was settled initially" explained another investor.
After repeated appeals to the builders, the investors have now approached the Police seeking help. "We had approached IGP crime, who has directed SDPO East Rafeeq Manhas to look into the matter. The SDPO summoned Kulbhushan Gupta, but he failed to turn up till the SHO Trikuta Nagar produced him before the SDPO today" told one of the investors. "Kulbhushan Gupta was giving flimsy excuses till the SDPO called up Ansal Builders in Delhi and asked them to be present in his office latest by Monday next to explain why flats were not being handed over to the legitimate owners" he divulged further resenting that a noted BJP leader from Gandhi Nagar was shielding the erring builder who had been harassing them for years.
Meanwhile, private builders in Jammu have made huge fortunes out of government's apathy towards growing housing needs of the rapidly increasing population of Jammu. While JK Housing Board, JDA and other agencies have been totally apathetic, private builders have constructed numerous high rise residential projects and colonies, many of them flouting norms and guidelines, making huge fortunes in exchange.
