Ministers of Coalition cross swords over power sharing

Srinagar, Aug 10: Ministers of coalition government are at loggerheads over delegation of powers between Cabinet Ministers and Ministers of State resulting in impediment in official work.
According to sources, since the formation of PDP-BJP coalition over four months back there has been no coordination in the functioning of senior and junior ministers of different departments.
Cabinet ministers are acting as bosses and have not delegated the powers to the junior ministers, forcing them to come on the path of confrontation with their senior colleagues. This has also created a piquant situation for junior ministers whose orders are not been carried out at bureaucratic level also.
The situation has turned so grave that some senior ministers and their junior colleagues are not in talking terms with each other and they have launched a strong protest in the party circles over the behavior of the Cabinet ministers who have vested all powers on to themselves, sources added.
Sources said the problem is not being faced by Ministers of State from BJP but from PDP also and their senior colleagues have deprived them of all the powers. Taking a serious exception to the style of functioning of the Cabinet ministers their junior colleagues have even taken up the issue with the party leaders of their respective parties and asked them that if such will be the position then there is no fun of them for sitting on Minister's chair like rubber stamps, sources added.
Sources said the position is worst in Education Department where even bureaucrats are not going to entertain the orders of the junior minister and quote unnecessary rules and procedures which are neither relevant nor applicable just to create an awkward position for minister among the masses.
Same is position in PHE, Forests, R&B and Health ministers where Cabinet ministers have rendered the junior colleagues as a rubber stamps. Even in case of transfers or settling the genuine cases of people who approach the junior ministers being the representatives of their constituencies the bureaucrats never entertain though the cases are genuine in nature.
Sources said in case of transfer of employees if a female employee working in far flung area applies for her transfer to the locality where her husband is working it is not being entertained and in case the junior minister intervenes and recommends for the same it is being turned down by bureaucrats on the plea that there are categorical orders from Cabinet Minister that no such applications should be entertained, sources added.
Sources said that though there is already a lack of coordination between the coalition parties on vital issues the junior ministers and their senior colleagues though belonging to same party also do not see eye to eye over various issues as the senior ministers always try to surpass their junior colleagues and by pass them while passing the files.
