Next cabinet meeting likely to decide fate of ex-SMC chief

Srinagar, Aug 10: The fate of Ghulam Nabi Qasba, a darling of previous National Conference regime who was attached with the GAD soon after the new government assumed office, is likely to be decided in the next cabinet meeting.
But Qasba has a reason to worry this time as there are reports suggesting that one of the major reasons leading to massive destruction in Srinagar in the floods was the illegal constructions which mushroomed during Qabsa's tenure as Commissioner of Srinagar Municipal Corporation (SMC).
"There were constructions allowed even on the flood spill channels, river banks and restricted areas," a senior official of Srinagar administration told Early Times.
Now when the 'charge sheet' of Qasba is with the PDP government, it remains to be seen how it is going to act on what it had promised to the people ahead of polls.
Qasba's career has largely remained tainted. The state Accountability Commission (SAC) had in 2007 recommended his sacking for a financial fraud during his tenure as Additional Registrar Cooperative Jammu.
"He should be dismissed," the SAC had recommended.
Qasba was indicted by the SAC for shielding a corrupt Junior Assistant who had fraudulently withdrawn Rs 50 lakh from the department accounts. SAC recommended to the government to dismiss Qasba from service under Rule 30 of J&K Civil Service (Classification, Control and Appeal), Rules of 1956. However, Qasba approached the High Court and got the stay orders.
Interestingly, he was later appointed as director SKICC and then appointed as Commissioner SMC by the Omar Abdullah-led coalition government.
