| Development is the act of improving quality of life and making sure everyone has the preference in wha that life looks like.Here is no doubt that India is developing and changing its face in several bid cities and in urban areas.New airports have sprung up across several big cities like Mumbai, Agra, Banglore, Kolkata, Jaipur, Delhi, Hydrabad etc. Metro rails are being set up across the nine cities in the country with Delhi metro comes into existence as one of the most beautiful and attractive metro project complexes, high rise apartment express, established shopping malls, new high ways, colleges, hospitals, railways,bridgesetc have changed all the face of old India. The question thus whether India really developing and progressing just because of foreign retail chains and airlines are supporting. The tragedy is that a large number of citizens still continue to be poor.India's warehouses are over flowing with as such as rice, wheat, pulses and agricultural food. Our economy is developing fast industries and big corporate are going globalised with liberalization tremendous changes are being felt in information technology (IT), manufacturing sector and sevices sector,but nobody thinks of the rural development to make it as fast as in these sectors.Then what all this development and progress means? The rural population of India comprises more than 700 millions peoples residing in about 1.42 million habitations. As per the census of 2011 68.8 percent population lives in rural areas and 31.2 percent population lives in urban areas.Amir Mujtaba Hashmi a student from Mendhar said "our country's rural areas people have no awareness about education.This is the root cause of stagnation of india.Many uncountable rural areas of India are so poor that these even lack basic facalities lik infrastructure ,transport and communication etc. Moreover he said that the rural economy becoming stagnate and with this over all economy is not growing at a pace with which it should be"we have international fully air conditioned schools in over cities while the schools in our rural areas do not have benches and chairs.A huge shotage of teachers in rural areas and the school dropout rate is also huge.In cities we have wide roads and underpasses while many villages still do not have proper roads.The connectivity betwee urban roads to rural roads play a vital role in rural growth.In cities we may have numerous hospitals,nushing homes and medical facalities i cities.Whereas in villages neither have health facalities nor health awareness. Many of thevillagers have move to cities for eveb basic treatment. In brief words we can say that city life is somehow good but in villages and across the countryside is really very bad.T here is unequal distribution of national income also.Rural development facalities cities and villages equally.Rural development is a process of qualitative and quantitative change to improve the conditions in rural regions. Such a process needs to be an integrated programme where all aspects of rural life should be taken into an account.This is the most essential need that the government had taken a number of development initiatives for the rural India with a vision to create an excellent rural infrastructure, transport, telecommunication facalities, water facalities, electricity facalities to improve employment opportunities in rural areas ans rise the standard of rural living.The condition of the state Jammu and Kashmir is very stagnant, depreciated and a disintegrated state as comparev to other states of India.The peoples of the state J&k especially from Poonch, Mendhar, Samba, Akhnoor, Sundarbani, Nowshera, Balakote Banloi etc are the areas where the peoples fighting for even their basic necessities. These areas are also called border areas. There is an emerging need to pay greater attention against the border areas. Because these areas are so backward and stagnate as compared to other rural areas of India.It is the need of present age to take special concentration against the rural areas of India especially from the state J&K.India is not developed without developing these areas.Because these areas are also the parts of Indian territory.When government is able to fulfil all these basic necessities of rural areas of India then India is fully developed.
