DDBs over, 'jingoistic' approach on allocations 'unrealistic' in absence of funds
Both allies fail to pursue issue rigorously with Centre

Jammu, Aug 13: With District Development Board meetings almost over, the challenge before the PDP-BJP alliance government in the state remains that how the decisions so taken and allocations made would be translated into reality on ground in absence of funds. J&K is still waiting for the funds to come from Centre and rigorous efforts on part of both the allies to pursue that is completely missing. The allocations made for almost all districts by the government is much more higher than made by NC-Congress government last year.
Sources said while Chief Minister Mufti Mohammad Sayeed is perturbed over delay in state getting funds from Centre, BJP ministers are quite unconcerned and unbothered about it despite the party leading the government at Centre. Sources further said that even though the government managed holding of Board meetings in time, but its hands are tied up for implementation aspect. Moreover, in a tactical manner the government has almost doubled the allocations for few districts which is quite unrealistic and to meet the expenditures a far fetched thing in the given situation.
In a couple of districts the government has merged the state plan with the district plan for raised allocations which is a jingoistic approach only to appease certain quarters politically. This expenditure is hard to meet as there are not adequate funds in the state plan for even salaries at present, said the sources. Most of the first time legislators in their enthusiasm asked for moon out of the sky in the meetings and the officers despite being aware of ground situation did not project the things in right perspective, sources said, adding that this approach has only raised the expectations of the legislators and people in general and government mat soon find its hands tied with no funds even for basic expenditures.
Sources said as most of the development works have come to a halt due to lack of funds, something that has been sought to be made visible by the R&B Minister Altaf Bukhari on macdemization and blacktopping of roads in Srinagar is just a cosmetic approach. All this is being done on the assurance to contractors and plant holders who too had raised banner of protest lately due to delay in release of funds. While they have agreed on some assurance by the government for the time being, the latter shall have to pay through nose on exorbitant charges later, sources said.
On the political front the two allies on the issue of delay in funds are not at on the same page. While the Finance Minister had pronounced sometime back that he would not go to Delhi with begging bow, sources said his Commissioner Secretary Navin Agarwal was shown a cold shoulder by New Delhi during his recent visit to New Delhi recently.
