Pak toughens anti-India stand

If latest reports from across the LoC are to be relied upon the Pakistani Army authorities continue to mount pressure on the civilian establishment in Islamabad to avoid engaging India in any bilateral dialogue.In order to force Islamabad to reject India's offer for talks at the level of national security advisers Pakistani army has been resorting to repeated ceasefire violations,both on the LoC and on the IB,in Jammu and Kashmir. These ceasefire violations in which civilian houses and Indian border outposts were targeted forcing several thousand civilians to flee to safer places seen to have added new tension between the two sides,Reports say that the Pakistani Army is trying to mount offensive against India through terror strikes and border firing simply to scuttle bilateral talks for which two Prime Ministers had taken the decision on the sidelines of a conference in Ufa in Russia.The Army authorities and those running the ISI have been opposed to Prime Minister Nawaz Sharif's yes to the joint agreement announced at Ufar in which there was no mention of the Kashmir issue or dispute. The Army authorities fear that India may,during the talks between the two national security advisers,simply raise terror issues, especially the deadly strikes by Pakistan trained militants in Gurdaspur in Punjab and in Udhampur in Jammu.Those who were responsible for these two major strikes had come from Pakistan.
Reports say that under pressure from Army and the ISI,besides extremists,Islamabad refused to invite speaker of the Jammu and Kashmir Assembly Commonwealth Parliamentary conference being hosted by Pakistan on the plea that Islamabad did not recognize Jammu and Kashmir as part of India. It seems that Islamabad is toeing the line of Beijing which is ready to treat Arunachal Pradesh part of India. India has sharply reacted against the Pakistani decision and has threatened to boycott the conference if the speaker of the J&K Assembly was not invited.And to make it hot for Islamabad New Delhi has asked the Commonwealth Parliamentary Association to shift the venue of its annual conference from Islamabad on the plea that Pakistan had deliberately excluded speaker of J&K Assembly from its list of invitees.The Commonwealth Parliamentary Association has been asked to resolve the issue and in case Islamabad stuck to its stand the Association should change the venue so that India was not forced to boycott the Conference.By not inviting speaker of the J&K Assembly Islamabad had foreited its right to host the conference which is clearly a violation of Article 8 of the constitution of Commonwealth Parliamentary Association.
Ceasefire violations,terror strikes,and raking up a controversy by not inviting J&K Assembly speaker to the Commonwealth Conference Islamabad was indirectly provoking New Delhi to call off the proposed NSA level talks.Hitherto,Pakistan has not responded to India's offer for holding NSA level talks on August 23 and 24.The delay on the part of Islamabad to grab the opportunity which India had offered by resuming bilateral talks is the result of growing pressure from Pakistan Army on the Nawaz Sharif led Government.Reports do indicate that China has been behind the hawkish st ance adopted by the Pakistan Army that has been behind frequent ceasefire violations on the LoC and on the IB. Beijing is said to be behind Islamabad's decision to exclude J&K Assembly speaker from the list of invitees to the Commonwealth Parliamentary conference.Such conferences have been hosted by a number of countries in the past and the speaker of the J&K Assembly has remained on the top of the list of invitees from India. Since Pakistani Army seems to be following the path of conflict one is sceptic about the prospects of NSA level talks.
Will the two sides,rather two NSA’s, meet or not is for Pakistan to decided. The Army and the IS in Pakistan do not want Islamabad to promote cordial ties with New Delhi which they fear will relegate the Kashmir issue to the background.The Army and the ISI in Pakistan prefer belligerent attitude against India which may force New Delhi to accept Pakistan's claim on Kashmir. This way the Army and the ISI may try to scuttle the process of dialogue between the two sides when all the developed nations want the two sides to resolve all the bilateral problems through negotiations.
