| Embezzlement, fake appointments under SBM in Kupwara | | DC orders probe | | Early Times Report
KUPWARA, Aug 17: Misappropriation of funds and fake engagements of Preraks under the centrally sponsored scheme Saakshar Bharat Mission (SBM) has come to fore in DIET Kupwara, DDC initiated a five member team enquiry into the fake appointments. According to sources, in violation of norms Preraks were engaged under the centrally sponsored scheme Saakshar Bharat Mission (SBM) by the officials of DIET Kupwara few weeks ago. There was misappropriation of funds and fake engagements of Preraks in DIET Kupwara, by Shari Ghulam Nabi Khan Ex incharge SBM and Ghulam Hassan Ex incharge MSE at DIET Kupwara, said sources.
Sources said that enquiry report has been received from Assistant Commissioner Revenue Kupwara vide no: DCK/Read/15/03 dated: April 9, 2015. However the order reveals that in DIET Kupwara, Preraks have been engaged in violation of norms.
Sources quoting order said that, "As reported by Chief Accounts Officer DRDA Kupwara that, financial irregularities as well as mismanagement of funds have been found therein DIET Kupwara.
The principal DIET Kupwara vide letter no: DIET/KUP/SBM-829-834 dated, July 8, 2015 has intimated that the said officials who were working in the institution and later on relived have not handed over the records viz original/old dispatch register of Saakshar Bharat Mission (SBM), stock cum issue register of TLC, joining reports of 73 Preraks, original engagement order copies of 64 Preraks and 3 stamps after several reminders, sources told Early Times.
He has issued another order like Mohammad Mashkoor S/O Mohammad Maqbool Sheikh R/O Bakhayan Tangdhar was engaged as Prerak in Gram Panchayat KP-356 Chinipora on male quota, Vide order no: DIET/SBM/KUP/721, dated, 06/06/2013.
Another order was issued by the same official to Pakiza Bano D/O Ghulam Mustafa Mughal R/O Semari was engaged as prerak under Saakshar Bharat Mission in Gram Panchayat No: KP-343 Semari, vide order no:DIET/Kup/SBM, date, 04/06/2014.
However Early Times have learnt from sources that vide order copy No: DCK/2015/07/786-71 dated 14-07-2015, both the officials were placed under suspension with an immediate effect and were attached with principal Government Higher Secondary School Drugmulla.
Meanwhile Early Times contacted Deputy Commissioner Rajeev Ranjan who said that, we have initiated a five member team enquiry into the fake appointments, and within two weeks report will be submitted to this office.
Sources said that Saakshar Bharat Mission (SBM) was launched to promote and strengthen Adult Education, especially of women, having lost the opportunity of access to formal education and crossed the standard age for receiving such education.
The irony is that at Gram Panchayat Level, Panchyat Lok Shiksha Samiti where there is a Chairperson who is also the President of the Panchayat and Senior Prerak as Member Secretary and simultaneously at Block Level, there is a Chairperson who is also the President Block Lok Shiksha Samiti, but in violation of norms the sad official had appointed people from different Panchayat Halqas, sources added. |
