GAD 'sanction' to only Babus, gazetted officers as no employee is 'eligible'…? | I-Day awards: Flawed criteria of selection of names…! | | Early Times Report Jammu, Aug 17: In continuation of its past practice the state government a day before the Independence Day announced names of four officers for Chief Minister's Gold Medal for honesty/integrity and Meritorious Public service for this year, in addition to two more awards in Vigilance category. As always the announcement sans even a brief description about the names so selected for the coveted award which is essentially instituted in recognition of exemplary work done for the eradication of corruption or in bringing about transparency and accountability in the functioning of the Government. The award was instituted through a cabinet sanction in the year 2006, when PDP and Congress Government was in coalition in the state. While the intentions of the then Government were good but over the successive years, the spirit was diluted over selection of some names. The award specifically mentions that General Administration Department shall through public notification invite applications every year from individual citizens, NGOs, other associations and societies connected with Vigilance and anti-corruption work and/ or working to bring about transparency and accountability in the functioning of the Government. There is clear mention that nominations in case of Government servants shall be made by the respective Administrative Departments. However, every year the GAD fails to give a brief account of the 'feats' of persons so selected after scrutiny of nominations in the vigilance category nor are any details given about the officers as to what special or exemplary work did, they accomplish or perform as public servants that prompted the Selection Committee headed by Chief Secretary to recommend the names. This year the officers for CM's Gold Medal include Dr Pawan Kotwal-a senior bureaucrat and at present Divisional Commissioner Jammu, Bashir Ahmad Khan Chief Engineer, besides three more officers of gazetted cadre. One doesn't question the credentials of these selected persons but a major point that one is prompted to ask remains that are bureaucrats and gazetted officials alone entitled to get it. Is there is no provision for a lower level employee or no department ever recommends any from lower rank employees or is it that there is no one in any department who deserves this award…? It has been seen during the past government that those actually who deserve the award as per its spirit and even eligibility criterion are ignored despite receiving their nominations. In all it is an own 'show' and business of the government as far as selection of final names is concerned, thereby demeaning the significance of the award. Moreover, if there is specific mention of the line that "The Government may, from time to time, specify the eligibility conditions for award of "Chief Minister's Medal", why it fails to do so….? |
