Seeks CS intervention for info on ancestral property
IGP SHRC a victim of corruption

Jammu, Aug 17: The Inspector General of Police (IGP) of the State human Rights Commission (SHRC) has become the latest victim of corruption and has now appealed Chief Secretary to get information of his ancestral property, which is being sold by a group in collusion with Srinagar Municipal Corporation, despite a case pending in the court of law.
Inspector General of Police (IGP) State Human Rights Commission (SHRC) Sunil Sharma has appealed Chief Secretary, according to letter reference No. SHRC/PIW/Pers/1-15 dated 27/7/2015, in which he had submitted details regarding the case of ancestral property pending in court of law and information sought under RTI application from Deputy Commissioners of Kathua, Jammu, Udhampur and Budgam.
One can easily imagine the plight of common man, when an IGP level officer, who is dejected by continuous selling of his ancestral property despite court orders and is now seeking help of Chief Secretary to get records of land.
The Chief Minister’s Secretariat in return has shot a letter number CMS/RTI/357/2015, dated August 5/2015, directing DCs of Kathua, Jammu, Udhampur and Budgam, directing them all to provide requisite information to the applicant as per RTI rules directly under the intimation to the secretariat.
In the application submitted before Chief Secretary, IGP has submitted that his father Janardan Dutt along with his brother Trilochan Dutt (former Member Parliament) had developed a huge business in state.
"One amongst them was J&K Motor Corporation, which had premises opposite Central Jail Amphalla Jammu and Durga Nag, Maisuma Dharmuna Budgam, Residency Road Srinagar. The firm was closed in 1981 and a court case was filed under file number 154/COS (89 Civil) on 28/9/1981 against late TR Amla and others.
The application further reads as, "After a long litigation I (IGP) got an order from Court of Ist Additional District Judge on 29/3/2014 which clearly stated, "In the given backround I am of considered view that services of some senior lawyer are required to carry out the job of reconciliation of the accounts as well as to evaluate the assets and liabilities of both partnership firms. Ashok Vijay Gupta, Senior Advocate assisted by a junior of his choice is appointed as commissioner to take the stock of the matter and reconcile the accounts of two partnership firms amongst the partners and also to evaluate assets and liabilities of the firms for final dissolution of the same. Both the parties are directed to furnish their respective statements of accounts duly authenticated by their Chartered Accountants".
The IGP in the application further statement that amongst the properties mentioned including shops and buildings at Maisuma, showrooms at Residency Road, 17 Acres land at Dharmuna Budgam, plot 7820 square feet under survey number 204/13 taken vide lease deed dated 8/7/1978 were all part of the court case and recorded in the above mentioned court order.
The IGP further stated that on his visit to Srinagar, he found a huge hotel coming up on the land at Durga Nag and on enquiries, he was hold that the land was purchased by some Tramboo group. "This year another building is coming up at the site which had firms officers and premises, which till last year was with Jammu and Kashmir Armed Police. I am seeking help as to how the Municipality approved plans in any and how an illegal deal was done by keeping my family in dark", he maintained.
IGP has further maintained, "As a service officer, I stayed in background because my family feared for my safety but whatever has happened in one year has shaken us and we shall be re-approaching the court. I shall be now taking the lead and apprising the government to counter any malicious propaganda. All these years we were banking on an agreement resolved by late Sheikh Abdullah in 1981 which was never implemented and TR Amla and family disposed-off property after property in Srinagar. Only left was Durga Nag land, Amphalla and 17 Acres Dharmuna Badgam which is worth around Rs 75 Crores."
In the concluding paragraph, IGP has written, "I am guilty of combining a family issue with official assignment, but I had exhausted all channels having faced tremendous setbacks and my whole family expects me to take the lead." The revenue records sought under RTI application from DC Srinagar include records of five shops and building at Maisuma where J&K Motor Corporation and J&K Traders Corporation existed, Two showrooms on lease to same firms by Chand Chinar Udasin Trust on Residency Road Srinagar, 7820 Sq feet land in survey No. 204/13 situated in the vicinity of Durga Nag temple taken on lease from Durga Nag Trust in the name of same firms on 10/7/1978.
The information sought from DC Budgam include records of 17 acres of agricultural land in village Dharmuna near Soibugh Chowk in village Soibugh, Budgam. From DC Kathua, revenue records of Rice and General Mills main road across DC Office and Shahidi Chowk Kathua, Brick Kiln at Taraf Manjali located opposite new bus stand, Bar and Restaurant at Halti morh turning Taraf Manjali, office of Sharma and Co, Coal dealers for J&K Govindser Chak Ram Singh opposite Railway Station Kathua, 18 Marlas land opposite Rice and General Mills Kathua, House inside Lakhanpur Sales Tax Toll post.
Revenue records from DC Jammu include records of J&K Motor Corporation and J&K Traders Corporation opposite Central Jail Amphalla Palace Road Jammu, JK Kiln opposite BSF headquarters Paloura Jammu (site of Ridhi Sidhi group flats), Grape Garden Gidder Galian Maralian tehsil RS Pura Jammu, Agriculture land measuring 22 Acres at village Tohana Tibba RS Pura Jammu.
