Early Times Report

Jammu, Aug 17: The slackness on the part of Jammu and Kashmir Roads and Buildings Department can be gauged from the fact that road projects, worth hundreds of cores of rupees, sanctioned last year for Jammu province remain confined to papers as the initial process in most of the projects yet to be started.
Sources told Early Times that several road projects were sanctioned last year under Rural Infrastructure Development Funds for several districts of Jammu region but the work on most of projects has not started which are waiting for tendering process.
"The road projects which had been sanctioned for Jammu district under RIDF-20 and funds to the tune of Rs 34 crore were also released in July 2015 but the pace of the work is considerably slow and not likely to be completed well in time which ultimately will create hurdles for the department to get further funds released to complete the projects," they said.
Surprisingly, despite the sanctioning of road projects for Udhampur district of worth Rs 60 crore and projects approximately worth Rs 40 crore for Samba district but no process has been initiated for their executions by the concerned authority.
"It seems that department is not interested in executing the projects sanctioned for these districts. Even the tender process has not be started by the concerned department for district Samba and Udhampur particularly due to which the funds released for the purpose will not be utilized in stipulated time period," they said further, adding that the work on some projects which are undergoing belongs to Jammu district only and other districts have been ostensibly ignored due to reasons well known to the concerned department.
"Even the pace of work in some projects in Jammu district is very slow and consequently will make unable to the department to submit utilization certificate for further release of funds to complete the projects," sources said while expressing the concern.
