Jammu, Dec 10: The crime branch (CB) of the state police has registered a case against ex-GMC principal, Dr Shashi Gupta for her alleged act of manipulating records to fraudulently secure promotion in the department. According to the FIR, a written complaint, filed by Surjeet Singh, son of Harnam Singh of Simbal Camp, and duly forwarded by CJM, Jammu, was received by CB, Jammu, wherein the complainant alleged that being a public spirited person and interested in watching the pilferage and misappropriation of the public money, he felt dismayed while watching proceedings in the state high court that Dr Shashi, who was working as GMC Principal had committed serious criminal offences. That, immediately after joining as lecturer, Department of Gynaecology, GMC, Jammu, she applied for four days casual leave but thereafter remained absent unauthorisedly for four years, 10 months and 20 days up to December 27, 1993 and went abroad without any authorisation during this period but on her return, she was allowed to rejoin her services and was even given promotion without settlement of the period of her absence which was treated as Diesnon vide July 3, 1997 government order. She was thereafter accorded promotion by PSC on notional basis with effect from April 23, 1995 and on regular basis with effect from July 26, 1996. However, the government vide its order No 494-HME of July 26, 1996 granted her promotion with effect from April 23, 1994 in violation of the PSC recommendations. During probe by its sleuths, CB was found the allegations to be true and concluded that the government vide its order No 494-HME had granted her promotion with effect from April 23, 1994 fraudulently and by manipulating records in violation of the PSC recommendations. It also allegedly came to fore that she was promoted to the post of Associate Professor with effect from April 23, 1999 and professor from April 23, 2002 (on notional basis) and from March 2, 2005 (on regular basis) but on the very next date, ie on July 15, 2005, the government issued a corrigendum mentioning the date of promotion of the accused as professor with effect from April 23, 2004 (on notional basis) and with effect from March 2, 2005 (on regular basis) but no entry in respect of the said corrigendum was made in the service records. It was further revealed that Dr Shashi, owing to her alleged illegal promotion and conferment of undue favour, has also withdrawn lakhs of rupees from the state exchequer and the officers/officials of the health and medical education department had, in furtherance of a criminal conspiracy hatched with her, issued different orders in order to confer undue benefits upon her, in sheer misuse of their official position, in order to cause wrongful gains to her and themselves and wrongful loss to the state exchequer. After thorough investigation, the CB found that the omissions and commissions on the part of Dr Shashi and officers/officials of the health and medical education department, prima facie, constitute offences punishable under sections 420, 467, 468, 471 and 120-B of RPC read with section 5(2) of P C Act 2006 and registered the FIR.
