Education zones of Baramulla have no clerks but DIET Sopore appoints 13 clerks in one go

BARAMULLA, Dec 10: Despite tall claims of the government that they will overhaul the Education department and bring transparency along with accountability in the education system, there is a huge embezzlement in funds with 13 persons appointed as clerical staff at DIET Sopore recently.
Well placed sources in DIET Sopore told Early Times that 13 clerks have been appointed in DIET Sopore, where as 18 educational zones of Baramulla district suffer due to shortage of clerical staff.
"There is overall dearth of clerical staff in the department of education. As a result of this many educational zones, high and higher secondary schools are suffering at large for want of junior assistants, senior assistants and head assistants. Clerical work like disbursal of salaries and other allied work couldn't be done well in time," said sources.
Sources said that there is no clerk many in high and higher secondary schools and teaching staff have been assigned for official works, due to which they could not do justice with their work, like teaching and other practices.
Citing an example of DIET Sopore, where there are 13 clerks the sources said that there is dearth of clerical staff in other zones of Baramulla district and most of the zones are understaffed. They said that there is need of only four clerks in DIET Sopore.
"There are 13 clerks including two sectional officers, four head assistants, three senior assistants, four junior assistants and seven peons whereas there is no work and they report to their duties after months together," sources said.
Sources said basically there was a creation of such posts in 1980 and since then no new posts were created so for, due to which these zones are suffering badly and higher authorities of the concerned department have become a mere spectators.
Despite making several representations through respective directors, CEOs these issues were also brought into the notice of respected minister from time to time, but nothing has been done so for.
If sources are to be believed there is a strong lobbyism of clerks, due to which they manage their plum postings and are not transferred from the same place from past many years.
"Political influence has rotten this system and they get their transfers cancelled and manage it, even though some blue eyed people are there from past five to ten years and everything is in shambles. Needless to say that transparency and accountability has lost its identification in the education sector," sources added.
