Govt, Vigilance 'unaware' about Anti-Corruption Day | | | Early Times Report
Jammu, Dec 10: Just a few days back the state government organized several functions to mark the World Soil Health Day. This day was never commemorated at large scale in state earlier but this year the department of Agriculture organized seminars, workshops at district and even sub district level. But when it was time to create awareness about ill effects of corruption on Wednesday (December 9) which is celebrated as International Anti-Corruption Day across globe, the government particularly the anti-graft institutions like State Vigilance Organisation (SVO) or State Vigilance Commission (SVC) seemed to be unaware about the significance of this day as not a single programme was organized by these two institutions in state. Corruption which is an established problem across the world has become an issue of serious concern for people belonging to all walks of the society. The media has been highlighting the issue every now and then and no day passes when the newspapers or news channels do not carry issues related to graft and corruption . Jammu & Kashmir state has been ranked one of the most corrupt states in India by Transparency International India. Inspite of the fact that J&K state has several organisations which are working for eradication , exposing and prevention of corruption but none of these organisations commemorated the International Anti-Corruption day which was celebrated worldwide on December 9. "Early Times had carried a detailed report on this issue last year (Dec 10, 2014), as no official function was organized by government, district administrations, Vigilance or Vigilance Commission. It was presumed that authorities will wake up, but unfortunately they again committed same grave mistake this year by not giving any respect to this day," said Dr Mushtaq Ahmad Khan, a senior member of Jammu Kashmir RTI Movement "The non-serious attitude of government particularly the bureaucrats clearly shows how much serious authorities and our anti-corruption agencies like SCV or VO are towards eradication of corruption from the state. Why to blame only political leadership? These ideas are to be given to Ministers and Chief Minister by IAS officers, government officials and they hardly would discuss the significance of these days with Chief Minister of Ministers," said Dr Raja Muzaffar Bhat of the RTI Movement. Except two programmes one at Kashmir University (Law faculty) and another at Kashmir Law College Srinagar not a single function was organized at even NGO level in Kashmir valley. These programmes were organized by NGOs namely Anti-Corruption Council, Jammu & Kashmir RTI Movement and Transparency International India (TII). The NGOs in state, most of whom claim to be the torch bearers of society, hardly organized a seminar or conference to mark this day. The educational institutions also sail in same boat and as per the reliable information not a single college or university (except Law faculty KU) organized any function to commemorate the Anti-Corruption Day. Pertinent to mention that United Nations' (UN) International Anti-Corruption Day aims to raise public awareness of corruption and what people can do to fight it. It is observed on December 9 each year. International Anti-Corruption Day is a time for political leaders, governments, legal bodies, NGOs and lobby groups to work together against corruption work by promoting the day and the issues that surround this event. On this day anti-corruption advocates organize events to engage the general public to effectively fight against corruption and fraud in communities. |
