Health Deptt's 'powerful babus' rule the roost | | | Ishtiyaq Ahmad ET Report SRINAGAR, Dec 10: Officials in the Directorate of Health Services Kashmir (DHSK) have overstayed at their choicest postings for years together. Official sources revealed that nearly half a dozen employees have been untouched and some of them have not been transferred since their joining. One such influential official is Head Assistant Budget. He is a relative of veteran National Conference leader and former Finance Minister. Another, Senior Assistant has also been enjoying stay as senior steno for the last 10 years in Gazetted Section. Another junior steno has not been transferred for the last many years. Sources said besides these three officials many others are enjoying political patronage and have not been transferred from past many years. It seems that the claims of Health Minister to streamline the functioning of the Health department are confined to papers only, sources said. They said transfers of doctors under political pressure have become routine in the Health Department. "Though it is in every state, here it has become nothing less than a booming industry. Within the last few months, several doctors have been transferred. The tribe of political fixers and brokers is back in business. It began as a trickle soon after new Health Minister assumed office," a source said. He said though the government was busy in preparing transfer lists while officials were equally busy getting them cancelled. "The rates for arranging transfers of doctors or other staff or cancelling them ranges from Rs 50000, depending on his place of choice," he said. According to the unconfirmed reports around 150 doctors were transferred this year. In many cases, the orders were changed with bewildering rapidity. According to the insiders, almost any employee of Health can be made to cough up money. Only, the amount depends on how lucrative the post asked for is. While some pay up the money only to recoup it later, others do it just to get inconvenient postings cancelled, sources said, adding that the bribes often find their way to the higher-ups through officials. |
