Technical Edu deptt takes years to procure machinery | Skill Development mission a farce | | Akshay Azad

Jammu, Dec 10: Prime Minister Narendra Modi's Skill Development Mission appears to be a farce as far as Jammu and Kashmir is concerned as after lapse of one year the Technical Education department has failed to procure machinery for the students of ITI and Polytechnics, despite availability of funds. Sources informed Early Times that the Union Ministry of Human Resource and Development had released funds under Prime Minister Reconstruction Plan (PMRP) for purchase of modern machinery for students of ITIs and Polytechnic colleges so that students would take benefit but due to failure of department, students have been facing the brunt. "Under the scheme, the Directorate of Technical Education issued tender notice vide no.DTE/pur/11/328 dated 16-10-2014 and DTE/Pur/11/330 dated 16-10-2014 for procuring machines new Polytechnics and ITI colleges under two bid cover, i.e Technical Bid and Financial Bid", sources said. They further informed that for the ITI colleges of the state, a total of 106 machines under Sewing Trade were to be purchased but due to criminal negligence of the people at helm of affairs over 300 students of the ITI colleges were deprived of these modern machines. Sources further informed that the State Level Purchase Committee (SLPC) of the department, which was the high powered body for finalizing purchase of necessary instruments and machinery for all polytechnic and ITI colleges of the state, has failed miserably to ensure supply of essential modern machines and tool kits to the technical Institutes. The State Level purchase committee, sources said, which had reportedly earlier approved the quality and rates of these high speed, single needle industrial use sewing machines (valuing Rs. 42000 each) and for which even the samples were approved by the SLP did not place order despite having adequate advance funds in hand. "Moreover even today a sample of this high-tech machines is lying in the polytechnic college, Jammu", sources said. Sources further alleged that without any argument, State Level Purchase Committee was reportedly once again mulling to float re-tender for purchase of these machines at much higher rates just to favour their favourite firms. Raising finger over the working of State Level Purchase Committee, sources alleged that the Committee did not even whisper about the outcome of tenders issued in Oct-2014 for purchase of modern machines and equipment items for Welder Trade Group C. If sources are to be believed it has been decided again by the directorate of the technical education to go for re-tendering of these items also. Director Technical Education department Shabnam Kamli, who has joined the department few months back, said that same tender was cancelled as the material was not as per the specifications. On being asked when the machinery is likely to be purchased, she said that the SLPC would take a final view over the matter. |
