Islamabad declaration disappointing for India, J&K minorities
Business with Pak as usual

JAMMU, Dec 10: The November 30 sudden and seemingly under pressure from the countries like USA and UK Paris handshake between Indian Prime Minister Narendra Modi and his Pakistani counterpart Mian Nawaz Sharif has completely upset the Indian applecart and eventually resulted in India's humiliating diplomatic defeat.
The initiative for the Paris handshake, according to Pakistan Prime Minister's London statement, came none than from the Indian Prime Minister. The Pakistan Prime Minister told correspondents in London immediately after his great Paris handshake that "it was Prime Minister Narendra Modi who came to him, sat with him, discussed the whole range of issues with him and urged the need to move forward".
Jubilant Sharif also claimed that the about two-minute talks between him and Indian Prime Minister at Paris were "very fruitful". All this should explain everything. Indeed, Paris handshake was a sad climb down as far as the bleeding Indian nation was concerned. All these developments unfolded dramatically and much to the chagrin of the Indians.
The Paris handshake was followed by a secret National Security Advisor-level talks between India and Pakistan at Bangkok (Thailand) on December 6. The foreign secretaries of the two countries were also very much present in the meeting. It was an extraordinary meeting, according to former seasoned Indian diplomats. External Affairs Minister of India Sushma swaraj had declared in August 2015 that talks between the two countries shall not be held in any third country and talks will be held either in India or in Pakistan. Earlier, she had said, "India will kill ten Pakistanis in lieu of one death of an Indian at the hands of the Pakistani butchers".
The more than four-hour-long meeting at Bangkok saw Pakistan carrying the day and New Delhi yielding, as reports and the joint-statement issued by the National Security advisors of the two countries clearly suggested that India had taken a complete U-turn and agreed to resume the stalled composite dialogue process with Pakistan.
The Bangkok meet negated the July 10, 2015 Ufa (Russia) Indo-Pak joint statement that said the two countries will discuss terror and terror alone and other things would be discussed only after Pakistan stopped cross-border terrorism. India rebuffed Pakistan after Islamabad insisted on talks on J&K and cancelled the National Security Advisor-level talks between the two nations, which were to be held in New Delhi as per the Ufa declaration. The Indian nation then saluted Sushma Swaraj for obvious reasons, the most important being her strong signal that India meant serious business.
It is now obvious that the ground for bilateral talks between Sushma Swaraj and Pakistan Prime Minister, who also holds the foreign affairs portfolio, and Sartaj Aziz, Foreign Affairs Advisor to Pakistan Prime Minister, was prepared at Bangkok. And what transpired during the meetings between Sushma Swaraj and Mian Nawaz Sharif and the former and Sartaj Aziz at Islamabad on December 9 was nothing but a reiteration of the decision the National Security Advisors of the two nations took at Bangkok on behalf the Prime Ministers of India and Pakistan. The joint-statement that Sushma Swaraj and Sartaj Aziz issued at Islamabad at about 8.45 p.m. vindicated the critics of the Prime Minister Narendra Modi's foreign policy vis-à-vis Pakistan. Their apprehension that New Delhi will kneel and allow itself to be dictated by Pakistan and the countries like USA and UK came more than true.
The joint-statement that created a sort of furore in India for reasons not really difficult to fathom not only gave the concerned people of India to understand that the Islamabad declaration was no different from the July 16, 2009 Sharm-el-Sheikh (Egypt) declaration but also made it loud and clear that terror and talks will go hand-in-hand. The joint-statement clearly talks about "comprehensive bilateral dialogue" between the aggressor Pakistan and the aggressed upon India. It directs the foreign secretaries of the two countries to "work out the modalities and schedule of the meetings under the dialogue, including peace and security, CBMs, Jammu & Kashmir, Siachen, Sir Creek, Wullar Barrage/Tulbul Navigation Project' and so on.
In other words, the joint-statement addresses all the issues which were very dear to Pakistan. It nowhere says that Jammu & Kashmir is an integral part of India and that Pakistan will withdraw its troops from Pakistan-occupied-Kashmir and Gilgit-Baltistan so that India could reintegrate them into the Indian Jammu & Kashmir. It nowhere says that Pakistan will stop cross-border terrorism and dismantle terror-producing factories which exist in Pakistan and Pakistan-occupied- Jammu & Kashmir. It nowhere commits to stop ceasefire violations and breach of international border. It nowhere says that Pakistan will handover to India perpetrators of 26/11 Mumbai terror attacks, including Hafiz Saeed and Zaki-ur-Rehman Lakhvi. It only makes a brief and vague reference to terrorism and the dreaded Mumbai terror attacks. It also nowhere debunks former Jammu & Kashmir Chief Minister Farooq Abdullah's nasty statement that Pakistan-occupied-Jammu & Kashmir and Gilgit-Baltistan were parts of Pakistan.
It's no wonder then that all the political parties in India, including the BJP's own ally Shiv Sena, and barring the Left parties, which consider India a congregation of many nations, and National Congress Party and the Bahujan Samaj Party, have condemned the Islamabad Indo-Pak joint-statement. It's also no wonder then that the Pakistani media, Pakistani commentators, Pakistani think-tanks and all the political parties in Pakistan have all commended the India-Pakistan joint-statement, praised Prime Minister Narendra Modi and Sushma Swaraj and criticized the critics of the Bangkok meet. They have all described the Islamabad declaration as a milestone in the India-Pakistan relations. And why not? After all, Pakistan got what it wanted. It wanted every issue that it held very dear on the table and the Narendra Modi Government obliged them willingly and happily.
The comment of one of the highly disturbed Indian commentators that the New Delhi's U-turns at Paris, Bangkok and Islamabad may help Narendra Modi win the Noble Peace Prize is very significant and just cannot be overlooked. Indeed, Modi-Sushma Swaraj-combine has hurt the Indian nation the most and shocked the minorities in Jammu & Kashmir all the more. There are potent reasons to believe that the victorious Pakistan will further intensify its break-India activities and use terror as a weapon to further browbeat India. This is the way the world ends not with a bang but with whimper.
