Now, Patwaris to get SIM cards for remaining 'reachable' | Missing report to be lodged against Patwaris if they fail to report within 48 hrs | | Jehangir Rashid Early Times Report SRINAGAR, Dec 10: The Revenue department has issued an order under which a missing report would be lodged against the officials of the department if they fail to report at their station within 48 hours after being asked by the higher ups of the department. "If the Patwaris/other field officers of Revenue department could not be traced/located in 48 hours, the missing report should be filed with the concerned police station," reads the order HM/Rev/2015/640-44 issued by the Department of Revenue. Minister for Revenue, Javed Mustafa Mir has asked Secretary Revenue to work out a mechanism so that the matter of missing report is given a practical shape. The order has stressed the need that all the revenue officials particularly Patwaris in the State could be located. The Revenue department has also reached out a deal with private telecom company Aircel under which a Subscriber Identity Module (SIM) card would be provided to the Patwaris working in the department. The process has already started and the concerned Minister has shot letters to respective Deputy Commissioners for the issuance of SIM cards. The letters have been issued under order number Rev/NG/231/2015 dated 4-12-2015. The order reads that Minister for Revenue would inaugurate the free distribution of SIMs to the Patwaris of Srinagar district while as his deputy Sunil Kumar Sharma would inaugurate the free distribution of SIMs to the Patwaris of Jammu district. The functions in this regard would be held at Srinagar and Jammu respectively. "In Budgam, Anantnag, Doda, Rajouri and Baramulla districts, the Divisional Commissioner Kashmir/Jammu will inaugurate the process of distribution of SIM cards among the Patwaris or nominate respective Deputy Commissioners for the purpose. The respective Deputy Commissioners shall also nominate the nodal officers of the respective districts for keeping liaison with the representative of Aircel company namely Adil Shah, Assistant Manager Aircel who has also been appointed as Nodal officer for the whole State on behalf of the company," reads the order. Both the orders have come in for sharp criticism from the officials of the Revenue department especially Patwaris. The Patwaris said that they are not criminals that missing report would be filed against them in case they don't turn up at their respective places of posting. "The said order is ridiculous and it is an attack on the credibility on the overall role of Patwaris. The revenue extracts are issued within a reasonable period of time to the people and there are clear cut directions in this regard. The issuance of the revenue extracts is not an emergency and it can be delayed by a day or two, but does it mean that missing report should be filed against the Patwaris. This is ridiculous and needs to be condemned by one and all," said a Patwari on condition of anonymity. The order asking for the issuance of Aircel SIM cards to the Patwaris has drawn flak from not only the concerned people, but from others as well. No tendering process has been followed in this regard and the contract has been given to a private telecom company Aircel. Given the fact that Revenue department is a Government department it would have been feasible to award the contract to Bharat Sanchar Nigam Limited. |
