HC sealing order being followed in breach, illegal constructions going on unabated in Srinagar | | | Javaid Naikoo Early Times Report
JAMMU, Dec 21: Amid tall claims of heeding to High court directions to seal Illegal constructions, concerned Authorities are allegedly facilitating illegal constructions in residential areas of Srinagar city. Locals of Bund side in Rajbagh, Jawahar-Nagar, Kursoo, Gogji bagh are amazed to see authorities allowing influential people to construct shopping malls on sites which were residential areas just before September 2014 Floods. Residents of Jawahar Nagar told Early Times that many influential people of the area who themselves work in government organisations and have strong political connections effortlessly manage to get clearance from Srinagar Municipal corporations to construct shopping malls after demolishing their residential buildings. Locals said that authorities by allowing influential people to construct Shopping malls in residential areas in turn are damaging residential status of these Areas and posing threat to poor people who cannot afford to migrate to other parts of the city. Ali Muhammad one Local of Rajbagh area said that illegal constructions which started immediately after September 2014 floods are going on hassle free in violation of building bylaws set by authorities and on contacting the municipal authorities they (officials) only express their helplessness to stop the same. Locals said that after the devastating floods of 2014, the illegal constructions have alarmingly increased in the city and poor people who cannot afford to replace their residential Houses with Shopping malls are helplessly selling their land and residential houses to money lenders to look for accommodation for themselves in outskirts of city. At a time when after recent hammer by the High Court authorities are on toes to seal illegal constructions, however at the same time illegal constructions are going on like 90's when militancy was at its peak in Jammu and Kashmir and law enforcing agencies were almost nonexistent. Despite repeated assurances by Concerned Minister with Early Times, state government is yet to come up with a master plan and policy to deal with illegal constructions which have come up over the years in Srinagar City. Meanwhile continuing their whip on erring officials' vigilance Organization Kashmir (VOK) has booked a former official for facilitating illegal construction of a house in Nishat area in Srinagar outskirts. According to Sources VOK registered an FIR No. 53/2015 P/S VOK against the then Enforcement officer of Lakes and Waterways Development Authority (LAWDA) Deputy SP Shah Sikander Khan and others and the beneficiary under Section 5(1) (d) r/w Section 5(2) J&K P.C Act, Svt. 2006 and section 120-B RPC. Sources said that VOK officials conducted investigation into construction of a double storey house owned and constructed by Imtiyaz Ahmad Shah alias Billu Kawoosa son of Ghulam Qadir Shah at Ishber Nishat in 2014 without obtaining any building permission from LAWDA. According to official accounts it is the fourth case registered by VOK against the officials of LAWDA Srinagar this year and the other cases registered at VOK includes FIR No. 17/2015, 48/2005, &FIR NO.52/2015. Despite repeated Attempts, Minister of state for urban development, Muhammad Ashraf Mir could not be contacted as his Phone remained out of reach.
