SIE dupes poor students to reprint leaked paper for Class 8 | | | Early Times Report Srinagar, Jan 2: Even as Education Minister has failed to initiate any inquiry into Rs 1.2 crore "scam" over alleged swindling of exam fee for class 8th by the State Institute of Education, Srinagar, the skeletons have started to tumble out of the SIE closet to reveal more of muck. Official sources disclosed that in November 2015, the SIE Srinagar fleeced poor school children to reset class 8th Social Science paper to hide paper leak. Not only the paper was reset from money, which needs to be refunded to children, it was printed at exorbitant prices facilitating "commission". Sources said over Rs five lakh were spend on the reprint of the single question paper for Social Science and the amount was taken out of the Middle Standard Examination (MSE) account, where money of 2014 batch students whose exams were never conducted is deposited. "Instead of paying back the money to the students, the SIE has been spending lavishly out Rs 1.2 crores," the sources said. They said in November 2015 following the paper leak, the government had planned to initiate inquiry as to how come the paper leaked and who would pay for the reprint. But in a bid to avoid any inquiry, as per the sources, the SIE coterie played trick. "The SIE officials told the government that they have understanding with the printer who will get it printed free of cost. But the money was actually paid from the fee deposited by students last year who continue to beg for refund," the sources added. Sources said despite media expose of scams within SIE, the government has failed to initiate any inquiry only because some senior officials posted there happen to be influential. Even though there have been frequent complaints that the concerned Exam Coordinator for the Middle School exams was in league with some unknown agency and got commission in Lacs from last so many years for printing of question papers," till now no inquiry has been initiated while said official continues to enjoy being at the "lucrative post." Officials said given the large scale reports of irregularities, the government should have initially got the bank accounts pertaining to Middle school exams freezed. "The Standard Operation Procedure for such irregularities is that the banks accounts need to be blocked till the inquiry is completed. But in case of SIE everything is fishy," the sources said. Ironically even though the matter has been brought to the notice of Education Minister Naeem Akhter and the Director School Education Kashmir, Dr Shah Faesal, the duo has been silent. A senior official in the SIE however denied that there was any scam. "Paper had to be reprinted because it had leaked and as we had money in the bank account for Middle Exams why should we have sought extra money from the government," he said adding "we utilized the money from that account." The official said the money could not be refunded to the class 8th students whose exams were not held in 2014. "It's an old story now," the official told some parents. |
