Govt lethargy mars reconstruction of damaged bridges; Rs 259 cr un-utilised | | | Arun Singh

Jammu, Jan 2 : In a shocking development adversely affecting the developmental agenda of the Bhartiya Janta Party, the government has fallen pray to the red-tapism of bureaucracy with neglectful handling of the Public Work Department (PWD) leading to non-utilization of Rs 259 crore released by the Centre Government to reconstruct 102 damaged bridges due to flash flood in the State during 2014. The sources informed Early Times that despite allocation of crores earmarked for reconstruction of damaged bridges, the PWD Department has utterly failed to do the spade work and initiate tendering for the purposes which speaks of the extent of seriousness with which the department is focusing on the developmental activities of the State defeating the main objective to provide succor to the masses affected due to non connectivity of the areas. "After flash flood in the State in 2014, which created havoc to surface connectivity of the State, the concerned department had sent a requisition of Rs 1700 crore to Government of India for the reconstruction of damaged bridges and roads due to flood in September-October in 2014," they said further adding Centre initially released only Rs 259 crore for the reconstruction of nearly 102 damaged bridges to the state and same were released to the concerned department for executing work. But with the sheer neglect of the Public Works Department, the no damaged bridge could be completed till date as the most of the reconstruction work is held up and hanging in the balance due to non initiation of the tendering process, they alleged. Moreover, the Central Government has not released the funds for further permanent restoration of the damaged roads so far because of the failure of the State Government to utilize the first installment of Rs 259 crore funds for permanent reconstruction of the damaged bridges. Sources informed that the Central government has raised several queries seeking justification for projecting huge requisition of Rs 1700 crore for reconstruction of roads and bridges from the state government. "The proposal of assessment of damaged was sent to Government of India in September-October, 2014, but several discrepancies were pointed out by the Centre in the funds demands, Centre only released the funds to the tune of Rs 259 crore for bridges under Prime Minister Reconstruction Programme, " they said. |
