Contractors concerned over execution of works 'without' floating tenders

Kishtwar Jan 1: Some contractors of the district have expressed concern over the execution of works worth crores of rupees by different government departments without following the proper procedure for floating tenders.
In a meeting held with deputy commissioner Ghulam Nabi Balwan, they expressed their resentment over the alleged unlawful practice, saying the tenders of all the works should be published in newspapers and uploaded on the official websites.
They alleged that works worth crores of rupees were being done in the district without inviting tenders.
They also showed concern over subletting of works to particular agencies by JKPCC, Kishtwar, when a number of competent contractors were available in district and sought e-tendering in Hydrolic Division, Kishtwar, in the light of government order issued from time to time in this regard. They also sought its clearance by the health department over allotment of renovation of old hospital building, Kishtwar, when the works department was all set to execute the said work.
They expressed resentment over ignoring the rights of contractors and demanded their redressal, besides expressing concern over the non-floating of NITs of different civil works by R&B and KDA departments without the availability of funds due to which the contractors had to face enormous difficulties during payment of their bills.
They also demanded a check on exorbitant charges on all departmental material, charging of sales tax from contractors on the material supplied by the department in addition to the sale tax already imposed upon and on time clearance of land disputes.
They alleged that some damaged 'components' were being restored without inviting any NITs by PMGSY divisions of Kishtwar, Chatroo and Marwah.
The DC and other officers, who were present in the meeting, assured the contractors that their genuine demands would be settled and redressed soon.
The Officers who attended the meeting included executive engineers of PWD (R&B) division Marwah, Kishtwar and Chatroo, executive engineers of PMGSY Marwah, Chhatroo and Kishtwar, EO of MC, Kishtwar, AEE, JKPCC, Chief Executive Officer, Kishtwar Development Authority, and executive engineer of Hydraulic Division, Kishtwar.
The contractors were led by Chenab Construction Group's Javid Iqbal Ahangar, executive member Masood Ahmed Mattoo, chairman Mohammad Iqbal Agoo, Roshan Lal, Altaf Hussain Mantoo, Farooq Ahmed Sheikh, Bihari Lal, Tariq Kripak, Ram Krishan , Mohammad Sharief, Abdul Rashid, Mohammad Ashraf Mintoo, Rajinder Kumar, Naseer Ahmed Bagwan, Riyaz Malik, Kewal Krishan, Shahid Kripak, Abdul Latief Bagwan, Abdul Rashid Lone, Ishtiyaq Khanday and Others.
