170 officials posted with ex-Ministers sit idle | | | Jehangir Rashid Early Times Report srinagar, Feb 18: More than 170 officials posted with the Ministers of the former Peoples Democratic Party (PDP) and Bharatiya Janta Party (BJP) coalition Government are sitting idle these days since they have not been posted despite the fact that there is no Government in the State these days. Governor Narendra Nath Vohra led State administration issued an order under which the officials posted with the different Ministers were repatriated, but till date they have not been posted. "Vide Govt. Order No 26 GAD of 2016 dated 14.01.2016 staff posted in personal section of former Ministers was repatriated back. By virtue of this order 172 officers/officials comprising from different cadres who were posted with former Ministers were attached with feeding departments of the former Ministers or sent back to their parent departments," said sources. Sources said that despite the issuance of the order till date none of these officers/officials has been posted on any post and they are enjoying 'paid holidays'. The sources said that it seems that General Administration Department (GAD) has kept these officers waiting for posting so that the former Ministers are not annoyed since the department higher ups believe that the former Ministers are again in power and the officers/officials are back with them. "However, as per rules these officers/officials cannot be posted again with any Minister. The deployment of staff in personal section of former Ministers was done in March 2015 as per guidelines issued vide Govt. Order No. 268 GAD of 2015 dated 4.03.2015. Among these guidelines one important provision is that repeated postings of the officers/officials in the personal section of Ministers/Ministers of State shall be discouraged," said sources. Sources said the deployment of officers/officials in the personal section shall not be repeated and there shall be a cooling period of two years between two spells of deployment. They said the maximum period of 10 years is, however, fixed for working in the personal section during the entire service career of a Government employee. "By virtue of this provision, no officer/official (except class IV officials) can be posted again in the personal section of Ministers unless he or she completes a cooling period of two years. So even if new Government takes oath then still officers/officials repatriated cannot be posted with any Minister till they complete two years of cooling period. As such one fails to understand the logic of keeping such a huge chunk of officers/officials waiting for postings," said sources. Sources said that officers/officials repatriated include 15 Gazetted officers drawn from field departments, six senior officers with some of high rank, 33 Non-Gazetted officials drawn from field and 31 class IV employees officially drawn from field offices. "Some of the officers/officials posted as Additional Private Secretaries with former Ministers led to a situation under which these field departments are in dearth of officers. These officials were posted as OSD or Special Assistants with these Ministers. It is strange to understand that in spite of having a separate cadre of Private Secretaries and Ministerial Secretariat Services cadre why officers from field are drawn for these jobs," said sources. |
