Package useless untill uncertainity prevails: Tikoo | Already announced packages to be ensure settlement of KPs in Kashmir | | Javaid Naikoo Early Times Report Srinagar, Mar 3: The union governments proposed move to utilise already sanctioned economic package for the Rehabilitation of migrant Kashmir Pandits (KP's) this year, KP's have expressed resentment over the development said that stable environment and not the money will pave way for their re-settlement in Kashmir. Terming strategy of union government to utilize already sanctioned 580 crores this year for the rehabilitation of migrant KP's to re-settle in Kashmir an outdated idea, KPs told Early Times that few leaders who themselves are not willing to return Kashmir are allegedly misguiding union government. President Kashmiri Pandits Sangarsh Samiti (KPSS) Sanjay Tikoo said that unless every migrant Kashmiri Pandit yearning to return Kashmir before leaving his present migrant place from any part of country does not feel politically stable environment in Kashmir he will never prefer money and luxuries over his life. "This 580 Crore package is useless until political instability prevails in Kashmir. i don't know who give such suggestions to union government. are these KP leaders after spending this 580 crore package themselves willing to return Kashmir under prevailing political atmosphere of Kashmir, if yes then I will say government must go ahead with spending on this amount for rehabilitation of KP's, otherwise it seems a useless idea to me." Tikoo Said KPs were reacting on the development that more than half of the Rs 580 crores allocated for the rehabilitation of Kashmiri Pandits which remained unutilized during 2015-16 will be utilized this year. For smooth utilization of the amount sanctioned government according to sources has proposed to constitute a 10-member committee of Kashmiri Pandits to monitor implementation of rehabilitation package. The panel, according to the proposal of the Union Home Ministry last month, includes representatives of migrant camps from Muthi and Pukhoo, besides representatives of SK Foundation, Sampooran Kashmir Sangathan , All India Kashmir Samaj, Jammu and Kashmir Vichar Manch , Panun Kashmir, Kashmiri Pandit Sabha , Jagti Tenements Committee and All India Youth Kashmiri Sabha. The proposal has been sent to union government and state administration asking them to offer inputs in the matter at the earliest. Pertinently union government had last year announced 580-crore package for the return and rehabilitation of KP's and according to details during this year's budget it surfaced that more than half of the Rs 580 crore fund allocated for the rehabilitation of KPs remained unutilised during 2015-16 fiscal year. The details reveal that Rs 580 crore was allocated during 2015-16 but as per revised estimates, only Rs 280 crore was provided, leaving Rs 300 crore unutilized. As per official accounts there are about 62,000 registered Kashmiri migrant families in the country who fled from different parts of Kashmir in early 1990's after militancy graph reached to its peak in the state. The re-settlement of migrant KPs in Kashmir remained a burning iissue. |
