Misappropriation of funds surfaces at Balakote Education zone

POONCH, Mar 3: Misappropriation of funds by the officials at Balakote Education zone has come to fore as 132 students of various schools have been deprived of scholarship benefits for the past three years, sources told Early Times on Thursday.
They said misappropriation of Government funds in full swing as authorities in Balakote education zone are in deep slumber. They said a scholarship of Rs 1.08 Crore which was meant for 132 students of different schools of Balakote Education zone belonging to Pahari, Gujjar and Bakkerwal communities was not in force for the past three years for the reasons best to known to men at helm, adding there were bunglings in other schemes such as Mid-day meals, purchase of school uniforms also and many more.
Sources said that these bungling and misappropriation of Government funds were at galore in the zone as the then Zonal Education Planning Officer (ZEPO) Balakote along with a few masters, who were detached earlier were hand in glove with the then ZEPO. They looted funds which were sanctioned under Sarva Shiksha Abhiyan schemes provided by the government.
People of the area had also registered a complaint against these officials for their misdeeds before then DIG Rajouri-Poonch range who sources said had directed the SDPO to take the stock of the situation but then SDPO perhaps failed to submit the report before his senior officer, sources added.
These misdeeds came to fore when new Zonal Education Officer joined in May 2015. He ordered the posting of detached teachers who were busy in minting money in the department. The ZEO asked for records of expenses which they refused to submit hence compelling the ZEO to put double lock on the almirahs in which the records were kept, the sources said, adding.
The ZEO even shot a letter to SHO Gursai Police Station but police didn't take any action.
The ZEO is now facing constant threats from the employees who were exposed by him, the sources further said.
While taking to Early Times ZEO Abdul Rashid said if fair probe is initiated many scandals would be unveiled, adding that uniform worth Rs 8 lakh was purchased from Jammu where as an amount of Rs. 19 lakh was withdrawn. He revealed that Mid-day meal cooks were not given their emoluments and there were various works which were carried out at all levels.
He alleged that Police didn't do anything and my pleas fell to deaf ears he added.
