Kishtwar, Mar 3: The future of the prestigious 1000 MW Pakal-Dul power project to be constructed on river Marrusudar in Kishtwar District continues to hit the road block even after 23 years since the project was identified by the government of Jammu and Kashmir.
Latest hurdle in execution of this prestigious power project is cancellation of the bidding process last month by the Chenab Valley Power Project Private limited, a joint venture company of state government owned Power Development Corporation and NHPC cancelled the tender of lowest bidder as CVPPP cites 'substantially higher prices' quoted by consortium and had decided to float fresh tenders which could further delay the execution of the project at least for two years.
As per the details available with "Early Times", CVPPP cancelled the offer of a consortium to construct the 1000 MW Pakal-Dul project citing high prices quoted by the bidder as a reason for cancellation of the bid to the consortium of Mumbai-based Patel Engineering, Limak of Turkey and GoI owned BHEL who had emerged as lowest bidder for the project last year, the move that had shuttered the dream of unemployed youths of Kishtwar District who are eagerly waiting for the start of the work on this prestigious project.
The sources within the CVPPP informed the "Early Times" that some senior officials from non state sector are trying to hoodwink the process of awarding the contract as well as by going slow in the process as the construction of these projects will rob them of 49 % power share which will go into the kitty of state government.
The sources said that with the taking over of New MD CVPPP charge by M S Babu who had a long background with NHPC and also remained President of the Officer Association of NHPC who replaces B R Saraf a day before are pinning hope that the new MD CVPPP along with MD Power Development Corporation Kifayat Rizvi who has also been nominated to board of directors by the government will sail the sinking ship of the CVPPP to its shore by successfully executing the three power projects of Kishtwar District including Pakal-Dool, Kwar and Kerru on fast track Basis.
It is pertinent to mention that as per the MoU, JKSPDC would have a share of not more than 49 percent while NHPC would have share of not less than 49 percent in CVPPP while the share of rest 2 percent will go for the local area development.
