Implementation of Livestock insurance scheme | Deptt deliberately ignores deserving districts | | Bijay Charak
Early Times Report Jammu, Mar 3: The department of Animal Husbandry Jammu has ignored deserving districts in the implementation of Centre Sponsored livestock insurance scheme, for their convenience, preferring only the plain areas. Reliable sources in department concerned informed Early Times that union government sponsored livestock insurance scheme during 11th five year plan but astoundingly the department deliberately ignored the deserving districts including Rajouri, Ramban, Kishtwar, Poonch and Doda and preferred only accessible districts of Jammu division for the implementation. "At least 40 percent population of ignored districts totally depends on livestock for its livelihood but till date they are not getting facilities of veterinary services admissible under these schemes", they said, adding that cattle rearing was the traditional activity enmeshed into the socio-economic structure and fabric of rural population in said district, so the development strategy of livestock has to taken into Animal Husbandry for ensuring the overall development of the economic status of the livestock population. They further said that in such districts the animal diseases would continue to constrain their livestock productivity. Every year state government claims to maintain and improve the livestock growth, but astoundingly at ground level the department only benefited districts of plains and ignoring the needy hilly districts. "In these districts veterinary institutions are available but having acute dearth of employees, most of employees are interested to serve in nearby towns that was the main reason the staff of Jammu, Udhampur, Samba and Kathua district always fulfilled and no one interested to their posting in far flung areas", sources alleged. Source further said that the livestock insurance scheme has been formulated with the twin objective of providing protection mechanism to the farmers and cattle rearers against any eventual loss of their animals due to death. To demonstrate the benefit of the insurance of livestock to the people and popularize it with the ultimate goal of attaining qualitative improvement in livestock and their products but the people of hilly district far away from such schemes. Sources further said that every year union government releases funds to Jammu and Kashmir government through various schemes but the shoddy performance of state government funds are not utilized properly and timely. Director Animal Husbandry, Jammu, said that due lack of funds department didn't implement livestock insurance scheme in all districts of division. He further said that Animal Husbandry department forwarded proposal to union government and hoped that in next scheme rest of the districts will be benefited under this scheme. |
