Culprits escape action despite adverse reports | R S Pura College building scandal: | | Akshay Azad

Jammu, Mar 3: Despite constitution of several enquiry committees to enquire into the cracks developed in the walls of newly constructed building of government degree college RS Pura and reports indicting them of sub standard work furnished by them, so far no action has been taken against any official accused in the case. Sources informed Early Times that a three member inquiry committee comprising HOD Civil Engineering Department GCET Jammu, Principal GDC RS Pura, Nodal Principal Jammu Division Colleges was constituted by Secretary Higher Education department under order number 221 Hr. Edu of 2012 dated 15/10/2012. In the report submitted by three member committee it was written that structural cracks at a number of places especially the Ground floor, beams have developed which are found mostly at their centers. "Being vertical in the cross section, such cracks are considered undesirable from Civil Engineering point of view". The report further reads, "Plaster is found crumbling at a number of places The POP/Putty provided in the roof ceiling was found coming out at a number of places. It has been observed that the plinth level and surrounding ground are almost at the same level which is undesirable as the area is well known for higher water table. Drainage has been found to be a major concern due to which settlement has been observed in the floors at the ground level". Moreover, another four member committee comprising Director, Designs Inspection and Quality Control as Chairman, Managing Director JKPCC, Joint Director Development Commissioner (Works) Principal GGM Science college, was constituted according to order number 124-Hr.Edu of 2013 dated 13/3/2013. The committee was asked to report whether construction work of the college building was carried out strictly as per the approved design or any compromise had been made with respect to the change in the design or alteration in the depth of foundation. Sources said that a House Committee of Legislatures was also constituted but so far no action has been taken against the erring officials. The Section 167-A of RPC explicitly states that a public servant knowingly authorizing payment in respect of contracts for execution of a work or supply of goods, when the work or the goods supplied is not in accordance with the contract. According to the same section punishment which extend for a term of three years or fine can be awarded to the public servant but in case of RS Pura Degree College no such action was taken against former College Principals, during whose tenure funds were released. In reply to RTI application, the RS Pura College Principal had replied that a total of Rs. 3,88,40,084 was released by the then College Principals Prof. Nalini Kohli and Prof. Muqbil Chisti. During the tenure of Prof. Nalini Kohli (6/2/2006 to 8/5/2008) a total of Rs. 188,45,084 was released to JKPCC through the college as per the College Drawal register besides an amount of Rs. 1,99,95,000 was released by Prof. Muqbil Chisti who was principal of college from 8/5/2008 to 15/4/2010. Criticizing the State Vigilance Organization, an RTI activist pleading anonymity said that the failure of SVO to take cognizance of issue, spoke volumes about the premier investigating agency of state. "Even the House Committee of legislatures had recommended for fixing of accountability but till date nothing concrete has emerged and Crores of rupees have been spent with none to account for the structural lapses. He further said that the two former College Principals should not have been granted full pensionary benefits but it was very unfortunate that public exchequer was plundered but no accountability has been fixed so far. |
