Mehbooba needs to know that peace is key to progress | | | Though the state of Jammu and Kashmir has witnessed change of guard, Governor's rule has been replaced by a duly elected Government.A coalition Government headed by the first woman Chief Minister, Mehbooba Mufti but there does not seem any major change in the security pattern,especially in the valley. Even during 87-days Governor's rule militants have become bold enough to enter into encounters with the security forces.And during the Governor's rule south Kashmir,which was considered to be a stronghold of the PDP in general and the Muftis in particular, witnessed a number of encounters between the security forces and the militants. It was believed that since people wanted the PDP led Government back they had been lending full support to militants. And even after these militants were killed large number of people would participate in the burial ceremony of the slain militants. At times people defied restrictions imposed on participation of people at the burial grounds . And even with the change of guard and with the installations of Mehbooba Mufti the valley has not experienced any major change in security scenario. And some segments in south Kashmir including Pulwama, Tral,Shopian,Kulgam have been giving tough time to the Government and the security forces Amidst complete shutdown in Pulwama over the killing of two Hizb militants early Thursday, protesters torched a police vehicle in Kareemabad area of the district. Soon after the news reached Pulwama that Hizb militant Nasir Pandith was among two killed in an encounter at Vehil Shopian, people came out on roads to protest against the killings.Pandith was a resident of Kareemabad, in Pulwama district.Reports said that protesters set a police vehicle ablaze in the village during clashes, however no one was injured in the incident. Pandit, a former cop, had last year run away with weapons from former Works minister Altaf Bukhari's residence in Srinagar.If two top militants belonging toHizbul Mujahideen , including a former policeman, were killed on Thursday in a gunbattle with security forces in Shopian district of south Kashmir itr was not as disturbing as the shutdown in Pulwama where people protested against the killing of two Hizb militants.And those who staged protest demonstrations were ostensibly lending support to militancy in the Kashmir valley. If Mehbooba wants peace to thrive which would ensure speedy development of the state she is expected to give a free hand to the Army,paramilitary forces and the police.Credit needs to be given to the security for having avoided indulging in human rights violations during the last about two months even when militants,rather groups of them,are seen playing hide and seek with the security forces.With the hope of the LOC getting passable agencies across the border were getting ready to push groups of militants into Jammu and Kashmir. Once they succeed it may be quite difficult for the security forces to account for them and that too when peoples' support to militants has been on the increase during the last over three months.It is in this connection that additional columns of troops were being deployed on the LOC and additional companies of BSF were being sent to the IB in Jammu for foiling each and every infiltration bid. Senior Army functionaries say that there are 200 militants active in Jammu and Kashmir, especially in the Kashmir valley and this number is by means too meagre to cause any concern. And if small groups of militants re able to sneak into the state the level of violence may escalate thereby preventing the PDP-BJP coalition Government to show results. Mehbooba should know it that peace is key to progress and that peace has to be established even if some militants lose their lives. |
