Dal preservation: HC adopts 8 decisions of monitoring committee | | | Early Times Report
srinagar, Jun 4: The state high court has adopted eight decisions taken by a high-level monitoring committee headed by the chief secretary to preserve and protect Dal lake. "The decisions adopted by the court shall constitute the court directions and all the authorities shall be duty bound to implement them," a high court division bench of Justice M H Attar and Justice A M Magrey said while hearing a PIL. The bench also sought the action taken report about all the decisions before next date of hearing which was posted in the week commencing June 27. The committee has decided that law and justice secretary would work out the formulation of a comprehensive legal framework for the enactment of a strong legislation for the preservation of all water-bodies in the state. It has also decided to form a scientific advisory committee for providing scientific guidance for conservation and management of Dal and Nigeen lakes. The committee said HUDD secretary would invite an expression of interest under PPP mode to have expeditious development of Rakh-e-Arth colony on the analogy of government of Maharashtra for rehabilitation and development of slums. It said the areas which had not so far been assessed under lake conservation and management programme as regards sewer would be identified and a matrix of projects formulated and submitted for which funding shall be prioritized accordingly. In its fifth decision, the committee said that steps should be taken for proper demarcation of 200 meters zone from the periphery of Dal and Nigeen lakes with proper signages and geo-tagging. It said steps would be taken for the strengthening of enforcement wing of LAWDA by providing sufficient manpower to it. It decided that the management and conservation measures being undertaken in other lakes of country, more particularly of Bhopal, shall be assessed and success stories of the same obtained for being replicated for conservation and preservation of Dal and Nigeen lakes. In last decision, the HUDD secretary has been directed to examine all the issues relating to the number of plots to be provided for each structure under the rehabilitation plan on the basis of recommendations of divisional commissioner, Kashmir.
