RDD fails to complete central schemes on time

SRINAGAR, June 4: The Ministry of Rural Development (MoRD) has taken a serious note over 'lackadaisical' approach of the state's Rural Development Department (RDD) in completing the works related to the centrally sponsored schemes.
According to a letter vide D.O J-11018/1/2016-MNREGA (1V) dated 06-05-2016, the MoRD has asked the RDD that as many as 44236 works were incomplete in the state and has asked it to hold a review for reasons behind the slow progress in completion of the works.
While the departments implementing the centrally sponsored schemes have failed to evolve a system with point person responsible to submit the utilization certificates to the concerned Union ministry within the stipulated time.
"During the FY 2016 (as on 03.05.2016), the percentage of works completed is only 35.62%. 44236 works are incomplete in the state, which were started in FY 2014-15 or before. It is desirable to hold a review for arriving at the reasons for slow progress in completion of works and ensure completion of such works by 31.05.2016," the letter stated.
The communication says that the completion of the works under the scheme for the month of April has been very slow compared to the projection.
As per the letter, only 755 farm ponds have been constructed against 1885 up to May 2.
The letter says that the generation of labour under MNREGA in the state has been only 5.27 percent for the month of April. "The agreed to labour budget for the FY-2016-17 is 263.65 person days (PD). For the month of April (upto 03.05.2016), 1 lakh PDs (5.27%) have been generated against the projection of 19lakh PDs. Efforts may be kindly be taken to expedite pace of person day generation," the letter says.
Similarly only 3584 Individual Household Latrine Application (IHHL) have been constructed against the target of 47772 IHHLs, it states.
Further there has been zero percent works in construction of Automated Waste Collection Systems (AWCS), composite tanks and roadside plantation.
The MoRD also asked the RDD that the expenditure on agriculture related works in the state was below the statutory limit of 60%. "During the FY2016-17(as on 03.05.2016), the expenditure on agriculture and related works is below the statutory limit of 60 percent of total expenditure in 21 districts. Efforts should be stepped out to ensure that more works in this category are taken up," it said.
Recently the Centre has expressed displeasure over the state government's failure to achieve the annual targets under Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) last fiscal.
The accessed by Early Times vide D. No J-11018/01/1/2015-MNREGA (IV) Dated 3.2.2016, the Union Ministry for Rural Development has pointed out that the state's Rural Development Department has achieved only 8% of the annual targets under MNREGA.
Sources said Chief Minister Mehbooba Mufti has also directed the departmental heads that project-wise utilization certificates (UCs) should be submitted on time, which will pave way for speedy and effective implementation under various centrally-sponsored schemes (CSSs) in the state.
