Guv's order on banning casual appointments violated with impunity

jammu, June 4: Notwithstanding the fact that Governor NN Vohra on January 31st had banned the appointment of any casual workers in any government department but in Ranbir Government Press two casual workers were engaged on need basis in the month of March.
Moreover, in the last six years, three successive General Mangers of Ranbir Government Press (RGP) have engaged a total of 27 casual workers that too at the time, when RGP is in dire need of technical staff.
In response to the RTI application filed by Kuldeep Khajuria of Gujru Nagrota the PIO furnished the information according to which a total of 27 casual workers have been engaged out of which two were engaged in the month of March 2016 under a new nomenclature of Outsourced (Need base workers).
Moreover out of these engaged casual labourers (Need base) workers, seven were engaged by the then General Manager of Press SK Gupta, while ten were engaged by the then GM AA Akhoon and rest have been engaged by incumbent GM, FM Qadri.
Sources informed that most of the engaged casual workers were either close to successive Ministers or officials in civil secretariat or the higher officials of Government Press.
"On 31st of March 2016, while heading the state, Governor NN Vohra had directed Chief Secretary BR Sharma to ban with immediate effect the engagement of any fresh casual or seasonal labourers in any Government department or state owned Public Sector Undertakings but same order was flouted brazenly by administration", sources said.
They further said that the Press has been running short of technical staff but the demand was not addressed by administration, which was busy to absorb their close ones in Press as casual workers, who were not required at all.
"Officially there is no order for the appointment of any casual labourer but on basis of a simple representation from a person, the management engage him/her as casual labourer", sources said adding that even there were also hurdles to pay regular salary to already engaged staff, but despite then new casual labourers have been engaged.
General Manager FH Qadri said that no new casual worker was engaged after the Governor order. "We have engaged them on outsourcing basis as per the new order", he said, adding that the casual labourers were engaged only due to acute shortage of staff.
"We have sanctioned strength of 314 employees but at present we have only 194, so to manage the work load, it becomes compulsory to engage manpower", he said.
