JKPDC to initiate fresh bidding process to estimate losses due to IWT: Govt | | | Early Times Report
Srinagar June 4: The State Government today said that Jammu and Kashmir State Power Development Corporation (JKSPDC) has initiated a fresh bidding process to engage a consultant for quantification of losses suffered by the state on account of Indus Waters Treaty (IWT) between India and Pakistan. Indus Waters Treaty, brokered by the World Bank, was signed in Karachi on September 19, 1960 by the then Prime Minister Jawahar Lal Nehru and then President of Pakistan Ayub Khan. When PDP was in opposition, PDP president Mehbooba Mufti, now Chief Minister claims that state of Jammu and Kashmir suffer more than Rs 50000 crore losses annually due to IWT. Replying to AQ No 99 CPI(M) MLA M Y Tarigami, Under Secretary to Government Power Development Department said that fresh bidding has been necessitated as the successful bidder of the first process refused to undertake the study. According to this agreement between India and Pakistan, India had control over the three 'eastern' rivers - Beas, Ravi and Sutlej and the three 'western' rivers - Indus, Chenab and Jhelum were given to Pakistan. Pertinent to mention here that former Chief Minister Omar Abdullah during cabinet meeting on 1/4/2013 with an aim to seek compensation for the losses suffered by the state on account of the IWT, appointed consultant to quantify the losses suffered by Jammu and Kashmir due to the discriminatory provisions of the treaty as due to certain limitations in the treaty, the State has only been able to develop limited storage for hydropower, irrigation, flood control and domestic and other purposes. Yet in another question on return of Power projects, government said that efforts are on for the transfer of Dulhasti and Uri Hydro power projects from NHPC in a bid to put the State on the path of "fiscal autonomy", added that the transfer of power projects is an important part of the developmental agenda of the PDP-BJP coalition Government. "As stated in the Agenda of the Alliance, in order to address the real source of Jammu and Kashmir's fiscal problem and pave way for making the State fiscally autonomous, the State Government will work with the Union Government to, inter-alia, explore modalities for transfer of Dulhasti and Uri hydro power projects to Jammu and Kashmir as suggested by the Rangarajan Committee report and the round table reports." stated government in its reply. It also stated that Government in March 2016 had a detailed and formally discussed with Government of India (GoI) on transfer of power projects to state. The meeting was held between Deputy CM Dr. Nirmal Singh and Finance Minister Haseeb Drabu with Union Power Minister on March 16 and "formally impressed" on the union government for transfer of power projects handled by NHPC in J&K to state. |
