Centre providing safe passage for militants via Nepal route!
Ravinder Jalali6/13/2016 10:47:50 PM
Militancy is not yet over or even on decline. This is confirmed regularly by army and government briefs. At the same time the government is facilitating the return of so called stranded youth across the border. It has been reported that around 4000 youths from J&K are in POK and have desired to cross over to this part. It seems that as if they had gone on a sojourn and now want to return. All these people had gone to POK during the militancy years for getting arms training. The Govt. should analyse that why they were undergoing arms training in POK? It does not require any rocket science to under stand but simply to create terror in India and fight Indian army or any body who resisted them and their objective. The second question emerges as who resist them and what is their objective. It is also simple and the object is simply to cede Kashmir from India to Pakistan. It is not also secret. They have been voicing it daily and endorsed by their masters across the border that provide all the support, from financial to arms, to them. I am not going to discuss in detail but the point is the ramifications involved in allowing these so called stranded youth to cross over to India.
These youth have expressed their desire to their relatives in Kashmir to come back to J&K and these relatives are seeking facilities for their return as if they are coming after a great job done outside and want them to be welcomed on their return. They may even demand job for their settlement lest they may threaten the Govt. to cross over to POK for arms training again. Why the Government is entertaining, rather even considering such vague proposals is a mystery.
It is not for the first time that the Govt. is facilitating their return. It was also during the period of former Chief Minister Mufti Mohd. Syed, who started with the healing touch policy during his tenure as Chief Minister Former Chief Minister Omar Abdullah had also come out with Rehabilitation Policy for the return of the youth.
The intelligence and security agencies have already expressed reservation about their return and apprehend their possibility of recycling into the militancy. These around 4000 youth are mainly from Kashmir valley, Chenab Valley and the districts of Poonch and Rajouri and are now unable to come back as the borders have been made tight. Most of the youth are reportedly still active in militancy and are married their and had children who are all in the age group up 10 to 20 years. Since their aim was to fight Indian establishment in India and to accomplish their mission, it is an opportunity for them to cross over once to J&K and create havoc here.
Recently during the visit of Mehbooba Mufti to New Delhi, besides other issues, she has taken up the matter of returning of stranded youth in POK and Pakistan to J&K with the Home Minister and opening of Nepal route for their return. She has also asked for more opening of LOC points near Suchetgarh-Silakot and Kargil -Sakaerdu sectors for free movement of people and goods. Home Minister has assured Mehbooba of legalising Nepal route for the return of Kashmiri Youth from POK and Pakistan. This needs to be further probed as what purpose their return will serve. Why we need to allow their return who have stayed in POK or Pakistan for more than 25 years and had undergone arms training there for destabilising India and waging a war against India. How a person who has been in POK and had undergone arms training, can serve India. We need to analyse what is this free movement of people and goods. It should not become the free movement of terrorists and arms and ammunition. The Govt. has to understand that Kashmiri people have no relation with the people in POK. People generally feel that that the people of Kashmir are a divided lot and by allowing them to cross over, they are meeting their relatives. But the fact of the matter is no Kashmiri has any relative there and they do not speak Kashmiri. At least neither Abdullah's nor Mufti's nor separatists have any relation there. The only common factor is religion.
Needless to mention here, that there are already 4 routes identified by the govt. as legal. Those are Uri, Poonch, Attari border in Amritsar and Indira Gandhi International Airport in New Delhi. Out of these 4 routes only New Delhi is expensive as the mode of travel is only Air. Rest of the three routes are cheap, shorter, easy and economical. On one hand the State Govt. pleads for them an says that they are down trodden and have no sufficient means to survive there and may be allowed to return , then how come they want Nepal route to be allowed for their return. Who will bear their expenses? Another question is why they do not use the three routes which are cheaper and easy. Every time they come, legally or illegally, mostly they adopt Nepal route and the Govt. must examine the reasons for choosing the Nepal route and why Govt. is also facilitating their return from Nepal. It ahs been seen in the past that these youth travel by air from Pakistan to Nepal and then cross through Bihar and UP before entering J&K. It is a great puzzle and the central govt. must look into it with serous suspicious. It seems that they are highly trained in handling sophisticated arms and can be die-hard terrorists. Who will establish the identity of family (wife and children) coming with Kashmiri youth under the garb of his family members? The children in the age group of 10 to 20 are the raw material for the militancy to be initiated a fresh.
The recent attack by the militants on the police personal in which 3 local police men were killed and their arms snatched. Only a few days back an attack was carried on the BSF convoy near Bijbehara, which incidentally is the home town of Chief Minister, where 3 BSF men were killed and many injured. Militants struck in the Anantnag bus stand killing two police officers in broad day light and fled. It is under this context to be seen as to what will be the impact of their return to valley after staying in POK and other parts of Pakistan or elsewhere for arms training and what is their hidden agenda. Their presence in Syria, Iraq, Lebanon, Saudia and other gulf countries can not be ruled out and may have taken part in ISIS fighting against Syria and Iraq.
In view of the facts mentioned above the central Govt. must review its rehabilitation policy for these youths who are waiting on the other side of border to cross over and ensure that the militancy is revived and havoc is created. Since BJP is a partner in state govt. and is at the centre also, can not be silent spectator or mute witness to these important developments which has ramifications for the entire country, for which the Govt. may not have answer later on.
