'Tainted' SE all set to become PHE Chief Engineer | | | Early Times Report Srinagar, June 13: A tainted Superintendent Engineer (SE) is all set to be promoted as Chief Engineer (CE) in Public Health Engineering (PHE) department Jammu. The officer, according to sources, has been involved in many cases of corruption and misappropriation of government funds in the past. Without looking into all those cases PHE, Irrigation and FC department has forwarded the promotion case of the tainted SE to General Administration Department (GAD). Details available with Early Times reveal that a SE posted in PHE was caught by State Vigilance Organisation (SVO) in 2004 for making some fraud payments when he was Assistant Executive Engineer (AEE) Irrigation & FC division Poonch. A case was registered against the SE in question his Executive Engineer and Junior Engineer (JE) under FIR No: JSC-PRK/12/2004. The contractor in whose favour payments were made fraudulently was asked by SVO to pay the money back in 2013 which he did vide GR Nos: 023404, 023405,023406,023407 dated 6.3.2013. The SVO failed to take action against the SE and two other officers, who according to sources, died some years ago. The SVO also failed to recover the money from the SE in question the then AEE Poonch. In 2005 again the SE in question was caught making fraud payment of Rs 1.50 lakhs for 11 crates in village Manjri Mendhar. After pressure from Vigilance the SE paid back half of the amount in 2013, without any interest. The said work, according to sources, was undertaken departmentally. Sources said that High Court asked the SE in question to pay a fine of Rs 30 lakhs while he was posted as Executive Engineer Flood Control division Jammu. The SE in question was accused of giving NOC for construction work in Jammu Tawi land and the High Court had taken a serious note of it. The SE later-on got a stay against the said order. In 2015 the Commissioner / Secretary to Government PHE had to the SVC on board to exonerate the tainted SE vide Rule 24 of SVC Act 2013, but instead of taking the consent of SVO the then Commissioner/ Secretary to Govt violated the rule and just 10 days before his retirement he exonerated the tainted SE of corruption charges. The case was sent to Government by SVO on the grounds that two other officers Xen / JE had expired. The SE took advantage of it and managed to get exonerated on 21-12-2015 vide Govt order No: 345 -PW (Hyd) of 2015 by allegedly bribing the then Commissioner / Secretary PHE. It is pertinent to mention that after 10 days the then Commissioner / Secretary also retired from government service. "In-spite of the fact having such a bad service record Government is planning to elevate the SE in question to the post of Chief Engineer PHE, we appeal Chief Minister, PHE Minister and Chief Secretary to go through all the service records of this tainted officer" said an official working in PHE department Jammu. |
