jammu, June 13: A daily wager turned senior assistant in Public Health and Engineering (PHE) department is so powerful that he has managed his stay in the same office in Kathua district for past 20 years despite being relieved by the Chief Engineer.
If sources are to be believed the senior assistant was transferred to Udhampur district on April 13, 2015 vide order no PHEJ/GE/51/E of 2015 but his wife approached Secretary to the Government PHE/I&FC and submitted a written representation seeking transfer of her husband back to his home town Kathua on compassionate grounds and the secretary too wrote to the Chief Engineer PHE Jammu.
Surprisingly, the letter written by secretary to the Chief Engineer, PHE was back dated and the Chief Engineer was aware about the fact that the matter is sub-judice and he retained the senior assistant. Later Chief Engineer asked the senior assistant to submit an affidavit declaring that he had withdrawn the petition filed in the High Court.
However, as per the order of the court on March 28, 2016, the senior assistant was working on divisional cadre post and could be transferred outside the district Chief Engineer PHE vide order no. PHEJ/legal/1632-46 dated May 12, 2016 cleared that senior assistant should be relieved, but he continues to hold the same post and has not been relieved till date.
Pertinently, the senior assistant in question was appointed as daily wager in Udhampur district and got regularized after due course of time. Later he was promoted as junior assistant and after that he was transferred to Kathua district. |
