Police lags behind to meet targeted percentage of women cops | | | Raj Sandeep

Jammu, June 13: From time immemorial women have remained victim of male dominated society and graph of atrocities on women always awaited to come down with percentage of women participation in the state police force continues to touch the lowest ebb. The sources informed Early Times that the rate of domestic violence against women never died down and only hope for them to seek help and protection of police often looks vain which is male dominated area of operation. Saying that increase of fairer sex in khaki remaining a distant dream, the sources added that under such a situation, it becomes very difficult for aggrieved women to explain the nutty gritty of case freely and seek justice in its entirety. Rather they are further victimised on flimsy ground watching the helplessness of justice seekers in police stations as few such sad cases surfaced having been reported in media in the recent past. The sources further told that in view of such a state of affairs, it is imperative that the state government should take necessary time bound measures to meet up the required percentage of women enrolment in police which is reportedly only 3.12% as against the 33% recommended target of women employment in police force. The sources further told that repeated advisories of Union government to increase the percentage of women in police force have fallen on deaf ears of state government with their percentage as one of the lowest in the country which adequately speaks of men dominated department seemingly averse to more participation of women. According to sources, Union Ministry of Home Affairs had issued an advisory on 4/9/2009 and again on 22/4/2013 to increase the population of women to 33 percent of the total strength in police force, but Jammu and Kashmir has only 3.12 percent of women in police force keeping it amongst the states which have achieved little or no progress in recruitment of women in police . As per the data, the other states with lowest number of women in police included Assam with 0.93 percent, north eastern states Meghalaya 2.87, Nagaland 1.05, Tripura 3.29, while Bihar 3.40, Gujrat 3.64 and Andhra Pradesh 4.33 percent of the total police force. The highest percentage of women in police force is in Chandigarh with 14.16 percent, Tamilnadu 12.42, Maharashtra 10.48, Himachal-Pradesh with 11.07 percent women beside other states. Moreover, sources said that the state government was also requested to create additional posts of women constable by converting the vacant posts of male constables into the posts for women constables. So far the request of Union government has not been acceded to fully and the process is still at the snail pace, sources said. They further informed that the advisory of Union government also suggested that each police station should have at least 3 women sub-inspectors and 10 women police constables, so that a women help desk is manned round the clock. The Parliamentary 'Committee on Empowerment of Women' has also stressed to make presence of women police personnel felt practically more visible vis-à-vis their male counterparts so that the gender issues at the local level are addressed more efficiently and effectively , sources said. Sources further informed that an advisory had also been issued on 21/5/2014 to evolve a uniform policy for establishing facilities at the work place so as to mitigate the problems faced by women during the long working hours in police force but nothing much has been done by state government as yet on this front. If the pace of implementing the advisories of union government remains same, then it will take many decades to increase the percentage of women in police force, the sources said, adding that stringent measures must be adopted to implement the advisories especially when the state govt is headed by a Chief Minister who is dynamic and result oriented belonging to women fraternity and can better understand imperative need of women's more participation at work place shoulder to shoulder with men in running the affairs of state government striving hard to establish an atmosphere of peace, progress and prosperity of the people. |
