Early Times Report KATHUA, June 21: The transfer policy of state government is either restricted to papers or for those who have no links in power corridors and it is also evident from nearly two dozen employees, who have been overstaying in various departments in district Kathua, for nearly two decades. As per transfer policy, an employee has to serve in urban areas for three years and in rural areas for two years, but nearly a dozen employees have been staying in various offices, most of them in Deputy Commissioner's office Kathua in violation of policy. Arun Bhagat a dental surgeon has been working in Sub-District Hospital Billwar for the last nearly twenty years, sources said, adding that Gupta has been enjoying stay in the same hospital, where he had joined the job. Narinder Toni, who is also an employee Union leader, has been working as ECG Technician in District Hospital Kathua for the last more than two decades. Sources said that since he joined the health department, he succeed to stay in his choicest posting in District Hospital Kathua and in his job career of two decades, he was transferred once to a nearby hospital, but he managed to return in the same place, after only few days, which speaks the volumes of his strong links. Ishtiaq Ahmed has been working in the Deputy Commissioner Office for the last more than two decades and has not been transferred, whereas Koushal Gupta, who has been working in Land Acquisition section of DC Office has also been enjoying stay for the last many years, without any transfer. Arun Sharma, working as Nazar, Veena Sharma, who is working as clerk in Tehsildar office Kathua, Manju Sharma, working in Election Cell, Harbans Lal working as clerk in the office of Additional Deputy Commissioner, Hans Raj working as Clerk and deals with State-Subject cases, Meenu Singh, Mamta both are clerks, are among the list of employees, who have been succeed to manage stay as per their choicest postings in violation of transfer policy. |
