NHPC's refusal to return power projects troubles JK again | | | Early Times Report
srinagar, June 21: Despite the hectic efforts by the Jammu and Kashmir government over bringing back the power projects from the NHPC and make state 'self reliant', the power giant seems to be in no mood to budge an inch, giving tough time to the coalition to stand by its word. At the time when the BJP and the PDP stitched a common ground for the alliance in Jammu and Kashmir, return of the power projects from the NHPC were listed as the top most priority. However, more than a year has passed but there seems no progress made over the issue. The government here has been reiterating that it would 'rigorously' pursue the issue with the union government and atleast would bring back Uri-I and Dulhasti to the state. Meanwhile, the vehemence of denial coming from the Central Government and from the NHPC has put the Jammu and Kashmir government into a fix over what measure it would take next. On June 18, the deputy chief minister Dr Nirmal Singh informed the legislative assembly that the state government will work in 'unison' with the government of India to explore the modalities for the transfer of power projects to Jammu and Kashmir. However, as per sources, what has raised several eyebrows within the dispensation was that the BJP minister didn't even made a least mention of any modus operandi through which these power projects could have been brought to the state back. "What the deputy chief minister stated was the mere rhetoric. There was no comprehensive plan revealed through which the mission could have been made a success. He didn't reveal how much progress has been made into the issue," said Aseef Zargar, a researcher at the central university here. Furthermore, sources within the government said that during the meeting held between union minister for Power Piyush Goyal, state finance minister Dr Haseeb Drabu and state power minister Dr Nirmal Singh, the central government hasn't assured anything to the state government vis-a-vis the return of the power projects from the NHPC to the state. Sources revealed further that the two state ministers were told that it would be difficult for the NHPC to return the power projects to the state government at the present time as the power giant is earning no less than 50 percent of its revenue from these projects. Pertinently, an RTI revelation some two months ago came to fore that NHPC earned Rs 19000 crore from the power projects of Jammu and Kashmir. Also, finance minister Haseeb Drabu had earlier said that the government had worked a few modalities with NHPC and was waiting to see which one suits the state best. It was also reported that the Union Power Minister Piyush Goyal had stated that power projects run by NHPC cannot be returned to the state, to which Drabu commented that it was Goyal's view (union power minister's). |
