145 militants active in JK: Govt

SRINAGAR, June 21: If the Home department of the state is to be believed then less than 150 militants are active in Jammu & Kashmir. Majority of these active militants are locals.
Replying to a question of MLA, Minister told Legislative Assembly that reportedly 145 militants are active in the state. The minister said that 91 of these militants are locals while as 54 militants are foreigners.
"Reportedly 4,587 youth/missing persons have crossed over to Pakistan or Pakistan occupied Kashmir for receiving arms training. 489 youth along with their wives and children have returned from Pakistan occupied Kashmir/Pakistan to Jammu & Kashmir via Nepal with effect from 2003 till May 22, 2016," said the Minister.
Replying to a question of another MLA the Minister said that 474 youth have returned via Nepal up to ending December 2014 while as 15 youth have returned via Nepal since January 2015 till date.
"The state government has sanctioned a policy and procedure for rehabilitation of mis-guided youth, who have crossed over to Pakistan occupied Kashmir/Pakistan but have given up insurgent activities due to change of heart and are willing to return to the state. The said policy recognizes four routes for the return of misguided youth," said the Minister.
The Minister said that Nepal is not an approved route under this policy. He said the Government of India, Ministry of Home Affairs, has sought comments of the state government on the inclusion of Nepal route as an additional entry point. He said the state government has recently forwarded its comments to the Ministry of Home Affairs.
Replying to a question of another MLA, Minister said that the Home department vide circular No. 01 of 2014 dated 28-08-2014 has revised the passport guidelines for speedy clearance of passport verifications of various categories. He said the passport verifications of ex-militants are being dealt with in terms of clauses 7 & 9 of these guidelines.
