In times of financial distress J-K spends Rs 250 crores on security of protected persons | | | Jehangir Rashid

SRINAGAR, June 21: At a time when Jammu & Kashmir is grappling with financial crisis the state spent more than Rs 250 crores on security and other things of the around 1900 protected persons during the financial year 2015-16. Minister while responding to MLA said that at present 1890 protected persons are being given security cover by the security wing of Jammu & Kashmir Police. He said that 634 vehicles have been deployed with 373 protected persons. "Besides, 284 political persons have been allotted secured hotel accommodation only. The total monthly expenditure on account of salary of PSOs, static guard, escort, fuel and hotel accommodation in respect of 2174 (1890+284 availing hotel accommodation only) for the financial year has been Rs. 21.04 crores,' said the minister. The Minister said that salary of police personnel other than the SPOs deployed as PSOs or on guard/escort duties with protected persons is being borne by the state government. He said the claims under transportation and accommodation are being reimbursed by the Ministry of Home Affairs (MHA), Government of India as per SRE guidelines. He said the MHA releases 60 percent of the funds at the time of receipt of claims and 40 percent is being reimbursed after MHA conducts audit of the accounts. "The security cover to the protected persons is provided as per the guidelines of the MHA as laid down in Yellow Book. The security of these protected persons is reviewed periodically by the Security Review Coordination Committee (SRCC) constituted by the state government," said the Minister. The Minister said that security of chief minister, former chief ministers and their immediate family members is governed under J&K Special Security Group Act, 2000. While the security cover is provided on the basis of threat perception reports, the Yellow Book also provides for position based security cover, said the minister. He said the guidelines as contained in the Yellow Book are being strictly followed and there is no violation of norms. |
