Alleged Favoritism: Resentment brewing among medicos as authorities violate SRO-325

Rajouri, Jun 21: There is strong resentment brewing among the medicos as the officials at the helm of affairs at Health & Family Welfare Department (H&FWD) allegedly have violated the guidelines of SRO-325 of 2013 while making recent appointments of different administrative posts just in a bid to accommodate the blue eyed and influential as per their wish.
According to sources within the health department said, "The criterion for filling of administrative posts has always been kept at bay by the Health and Family Welfare Department when it come to accommodate blue eyed/influential health employees especially doctors."
"The filling up of administrative posts always snowballed controversies as those at the helm of affairs always try to accommodate their nears, dears & favorites," said sources.
They said there is defined SRO regarding appointments of different administrative posts i.e. SRO 260 and SRO 325 of 2013. Ironically whenever such transfers (administrative) are made none pay any heed to these norms as stated in SROs just because the transfer system has become a full-fledged money minting industry by the vested interests especially those sitting at the helms.
Quoting some instances, departmental sources said, "In the recent transfers of the doctors health department reportedly has exhibited unfair and biased as recent transfer orders issued in health department vide government order no 331-HME of 2016 indicate that in some cases only cumulative seniority with no Administrative experience was considered while in some cases both have been ignored reasons better know to the authorities.
Source resented that some doctors have been transferred to junior posts( demoted) despite the fact that they deserve senior posts while in sharp contrast to this some doctors having no or negligible administrative experience have been sent to senior posts.
Even doctors having no requisite experience for the post of Chief Medical Officer (CMO) have been appointed at these posts and in some cases senior doctors have been transferred and posted to serve under junior cadre. The transfers also pin pointed atypical case where senior doctor eligible for the post of Block Medical Officer (BMO) has been transferred to Sub District Hospital to serve as Medical Officer (MO) while another doctor who has been transferred for atleast six times in last seven years once again has been sent to a health centre near Line of Control (LoC) reasons better known to official at helms.
Sources added that reportedly a senior most officials in the Health Department , who himself has no eligible criteria for a post he was chairing in got promoted by relaxations in rules just to help his favorites.
This has led strong resentment brewing among the medical fraternity across the Rajouri district who are seeking Chief Minister to intervene into the matter and demanded transfers may be kept in abeyance besides demanded fresh postings as per rules laid down under SRO 320 to avoid chaos and confusion in public health care system .
