JK state got whopping Rs 2154.7682 Crore under SRE in last 5 years | CB probing Multi Crore SRE scam in Police Department | | Early Times Report Srinagar, June 21: The Government of Jammu and Kashmir today said that it had handed over the alleged multi crore Security Related Expenditure (SRE) scam involving irregularities and suspected misappropriation in hiring vehicles during 2014 elections to Crime Branch for investigation. In a written reply to a question of Congress MLA from Ramnagar, the government said that the after the Accountant General (AG) audit pointed out certain misappropriation in its 28-03-2016 communication to DGP has inter-aila pointed out certain irregularities and suspected misappropriation committed by certain DDO's (9 Sampled DDO's) of police department in carriage of constabulary and hiring of vehicles during the parliamentary elections 2014. After getting the communication from Accountant General, the DGP referred the matter to the CB to initiate a time bound inquiry into the matter added that the said inquiry report is still awaited, beside a proposal to undertake a detailed audit through Finance Department in respect of expenditure incurred by all DDOs on carriage of constabulary during Parliament and Assembly elections 2014 is also under consideration. In reply to another question of MLA Ramnagar, the reply stated that the government of India had reimbursed an amount of Rs. 280.50 Crore for the period from 1-10-2014 to 31-03-2015 and 1-04-2015 to 30-09-2015 vide No. 170/14/2015-K.II Dated 27-05-2016. As per the reply the government of Jammu and Kashmir get whooping Rs. 2154.7682 Crore under SRE in last five years and out of which the government spends Rs. 1954.9916 Crore under the said quota which includes for material and supplies, honorarium to SPO's, rent of hotels, civic action program, surrender policy, Airlift charges, elections and others police related activities. It is pertinent to mention that PHQ after receiving the complaint regarding misappropriation under SRE had immediately ordered probe, but the same did not seen light of the day till the fraud was later detected by the CAG. The complaint has names of around a dozen of officers of Srinagar Police who were part of Rs 88 lakh fraud conducted in "Hiring of Vehicles and Carriage of Constabulary" during Assembly and Parliamentary Elections 2014. The complaint says that the vehicles were hired from Srinagar and Pulwama for the elections in Srinagar and some of the vehicles were shown hired when checked with RTO Srinagar and ARTO Pulwama were found to be two wheelers. The complaint says that the SSP Srinagar got at least 7-8 Inspectors and Sub-Inspectors transferred from Pulwama district where he was posted earlier and they were posted in Srinagar district at key positions to facilitate the fraud. The officer posted his aides at strategic locations like In-charge Establishment, In-charge Accounts in MTO where the fraud took place. The complaint says that fictitious bills amounting to Rs 88 lakh were prepared while the actual amount was Rs 8 lakh. It says that most of the vehicles shown hired were not hired at all. It further says that fictitious and fabricated documents were prepared and sent to the treasury. Similar practice was also adopted by the SSP PCR Jammu. |
